SUBJECT:

Installation of an Additional Streetlight on Avenue Balboa in the Granada Highway Lighting District – El Granada Area

 

RECOMMENDATION:

Acting as the governing board of the Granada Highway Lighting District, adopt a Resolution authorizing the installation of a streetlight on Avenue Balboa, in the vicinity of 607 Avenue Balboa, El Granada area.

 

BACKGROUND:

Under California Streets and Highways Code sections 19000 et seq, the “Highway Lighting District Act”, the Board of Supervisors serves as the governing board of the Granada Highway Lighting District (District). Section 19160 provides that the governing board of a highway lighting district may consider the installation of additional streetlights if a petition signed by twenty (20) or more taxpayers in the district is filed with the district’s governing body.

 

    The Department has received a petition, signed by twenty-one (21) taxpayers from within the District, requesting the installation of one additional streetlight on Avenue Balboa (in the vicinity of 607 Avenue Balboa). Taxpayers within a 300-foot radius or to the end of the block, which ever is longer, were notified of where the proposed streetlight is being considered for installation.

 

DISCUSSION:

We believe there is sufficient evidence for your Board to make the necessary findings as:

 
 

a.

Taxpayers have expressed concern that additional lighting is needed to improve security in the area; and

 
 
 

b.

Other streets within this area of the District have an equivalent density of streetlights as would exist with the addition of this streetlight; and

 
 
 

c.

To date we have received no objections from taxpayers that were notified of the proposed additional streetlight.

 
 

The proposed streetlight will be installed on an existing Pacific Gas and Electric (PG&E) pole near 607 Avenue Balboa, as shown on Exhibit “A”. The streetlight spacing in this area of the District ranges from approximately 150 feet to 590 feet. The additional streetlight would result in a streetlight spacing of approximately 175 feet.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Your Board’s authorization of the proposed additional streetlight contributes to the Shared Vision 2025 outcome of a Healthy Community by providing improved lighting to the street for residents, pedestrians, and motorists.

 

FISCAL IMPACT:

The estimated cost associated with the installation of one streetlight is $1,004. The energy cost for one high-pressure sodium vapor streetlight based on PG&E’s current rate schedule is $4.14 per month. Sufficient District funds are available to pay for the initial cost of the installation and future energy and maintenance costs for this streetlight.

 

There is no impact to the General Fund.
