SUBJECT:

Recommended Revision to the Salary Ordinance

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

BACKGROUND:

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

DISCUSSION:

The salary ordinance changes herein represent the:

deletion of three positions;

addition of three positions; and

addition of two differential pays.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed and approved by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Prosperous Community by ensuring that departments have staff with the skills necessary to perform the work and allow departments to provide exceptional service to the community.

 

The specific actions are discussed in detail below.

 
 

ORGANIZATION 32000 PROBATION

 

Action:

A one-step differential (5.7%), in addition to all other compensation for a Deputy Probation Officer assigned to the Narcotics Task Force (NTF). Only one employee at a time may be so assigned.

 

Explanation:

This is the addition of a 5.7% differential for a Deputy Probation Officer who is assigned to the Narcotics Task Force. Only one employee at a time may be so assigned. This action represents a monthly salary and benefits cost of $410. There is no change in the total number of authorized positions.

 

ORGANIZATION 48300 TRANSPORTATION SERVICES

 

Action:

A one-step differential (5.7%), in addition to all other compensation for a Transportation Systems Coordinator assigned to manage special projects and programs requiring technical experience in civil engineering. Only one employee at a time may be so assigned.

 

Explanation:

This is the addition of a 5.7% differential for a Transportation Systems Coordinator who is assigned to C/CAG projects and programs that require civil engineering experience. This action represents a monthly salary and benefits cost of $584. There is no change in the total number of authorized positions.

 

ORGANIZATION 57000 AGING AND ADULT

 

Action A:

Delete: One position of G245S, Community Program Analyst Series
Biweekly Salary: $2,516.80 – $3,145.60
Approximate Monthly Salary: $5,454.00 – $6,816.00

 

Action B:

Add: One position of G098S, Social Worker Series
Biweekly Salary: $2,424.00 – $3,029.60
Approximate Monthly Salary: $5,252.00 – $6,565.00

 

Explanation:

This is the deletion of one vacant position of Community Program Analyst II and the addition of one position of Social Worker Series. The conversion of this vacancy to Social Worker will assist in the overall strategic effectiveness of the department. This action represents a monthly salary and benefits savings of $344. There is no change in the total number of authorized positions.

 

ORGANIZATION 62000 COMMUNITY HEALTH

 

Action A:

Delete: One position of G228, Senior Community Program Specialist
Biweekly Salary: $2,516.80 – $3,145.60
Approximate Monthly Salary: $5,454.00 – $6,816.00

 

Action B:

Add: One position of J047, Communicable Disease Investigator
Biweekly Salary: $2,050.40 – $2,563.20
Approximate Monthly Salary: $4,443.00 – $5,554.00

 

Explanation:

This is the deletion of one vacant position of Senior Community Program Specialist and the addition of one position of Communicable Disease Investigator. The duties and responsibilities of this position are more appropriately aligned to the Communicable Disease Investigator classification. This action represents a monthly salary and benefits savings of $1730. There is no change in the total number of authorized positions.

 

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

 

Action A:

Delete: One position of B112S, Mental Health Caseworker – Unclassified Series
Biweekly Salary: $2,513.60 – $3,142.40
Approximate Monthly Salary: $5,447.00 – $6,809.00

 

Action B:

Add: One position of E040, Assistant Director of Health Information Management - E
Biweekly Salary: $2,396.80 – $2,996.00
Approximate Monthly Salary: $5,193.00 – $6,492.00

 

Explanation:

This is the deletion of one vacant Mental Health Caseworker – Unclassified Series (Psychiatric Social Worker II – Unclassified) and the addition of one position of Assistant Director of Health Information Management. The duties and responsibilities of this position are more appropriately aligned to the Assistant Director of Health Information Management classification. This action represents a monthly salary and benefits savings of $434. There is no change in the total number of authorized positions.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits savings of $1,514 or an estimated annual savings of $18,168.
