Rescind Resolution 071102 and Approve a California Department of Parks and Recreation Land and Water Conservation Fund Grant Application for the Crystal Springs Regional Trail South of Dam Project

 

RECOMMENDATION:

Adopt a Resolution:

1)

Rescinding Resolution 071102 adopted by the San Mateo County Board of Supervisors on October 19, 2010;

2)

Approving the application for and acceptance of a California Department of Parks and Recreation Land and Water Conservation Fund grant in the amount of $225,000 for the Crystal Springs Regional Trail South of Dam Project; and

3)

Authorizing the Director of Parks or his designee to conduct all negotiations and execute and submit all documents, including, but not limited to, applications, contracts, amendments, payment requests, and compliance with all applicable current state and federal laws which may be necessary for the completion of the aforementioned Project, and make all necessary grant assurances.

 

BACKGROUND:

This Memorandum has been developed to support a revised Resolution for a Land and Water Conservation Fund grant application. Resolution 071102, previously approved by the Board on October 19, 2010 for this grant application, should be rescinded as the grantor agency has requested that a resolution be adopted to include an additional paragraph to read as follows: “Agrees to abide by Section 6(f)(3) of Public Law 88-578 which states ‘No property acquired or developed with assistance with this section shall, without the approval of the National Secretary of the Interior, be converted to other than public outdoor recreation uses. The Secretary shall approve such conversion only if he finds it to be in accord with the then existing comprehensive statewide outdoor recreation plan and only upon such conditions as he deems necessary to assure the substitution of other recreation properties of at least fair market value and of reasonably equivalent usefulness and location.’” No changes have been made to the grant application or proposed project.

 

DISCUSSION:

The grant application the Board previously approved for submittal on October 19, 2010, if successful, will provide the last funding needed to meet the estimated $1,125,000 cost of the Crystal Springs Regional Trail South of Dam Project. This Project will be fully funded through grant monies.

 

Approval of this Resolution contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community as construction of a new Crystal Springs Regional Trail section increases the number and quality of natural experiences for County Park visitors. Each visitor that experiences the County’s natural resources gains a greater appreciation of the need for their preservation.

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

There is no Net County Cost associated with this Project. The Project, which is estimated to cost $1,125,000, will be fully funded by grant monies.
