______________________________________________________________

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the State of California has negotiated a new Medicaid waiver with the federal government; and

WHEREAS, this waiver includes the opportunity for counties to offer a Low Income Health Program (LIHP) that will result in federal reimbursement for physical and behavioral health services provided to certain qualified residents, as well as institute new requirements to prepare for the implementation of federal health reform; and

WHEREAS, participation in the LIHP requires approval and execution of certain documents by the Board of Supervisors with short turnaround requirements; and

WHEREAS, this Board has considered information provided by staff regarding the LIHP and has determined that it is advantageous for the County to participate in the program; and

WHEREAS, staff has informed this Board that documentation related to application to participate in the LIHP may require unusually rapid review, approval and execution and this Board therefore desires to vest authority for approval and execution of such documentation with the President of the Board of Supervisors to facilitate timely submission of required documents.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors may approve and execute documents required for San Mateo County’s participation in the Low Income Health Program, effective January 1, 2011 through June 30, 2011.
