Coastside Clinic Renovation of Ground Floor (Project No. P11HZ)

 

RECOMMENDATION:

Adopt a Resolution:

 

1.

Adopting plans and specifications, including conformance with prevailing wage scale requirements for the Renovation of the Ground Floor at the Coastside Clinic (Project No. P11HZ); and

 

2.

Authorizing the publication of a Notice to Contractors twice in a weekly local newspaper of general circulation published in the County; and

 

3.

Authorizing the Director of Public Works to call for sealed proposals to be received on Tuesday, March 8, 2011 at 2:30 p.m., in the office of the Clerk of the Board of Supervisors.

 

BACKGROUND:

The County is the master tenant in a building at 225 South Cabrillo Highway in Half Moon Bay. The building houses several Health System divisions and previously housed the Coastside Family Medical Center (CFMC) as a subtenant. The Health System provides mental health and medical services through its divisions of Behavioral Health and Recovery Services and San Mateo Medical Center (SMMC) on the second floor of the facility. CFMC, a private, non-profit community clinic that served private-pay patients as well as uninsured and Medi-Cal patients provided services on the ground floor of the building until CFMC’s bankruptcy in March 2009.

 

On August 6, 2009, the Health System submitted a grant proposal to the Department of Health and Human Services Health Resources and Services Administration (HRSA) for facility improvement to the Coastside Clinic building. On December 9, 2009, HRSA awarded San Mateo County $1,756,876 for the clinic renovation project that will provide access to primary care and dental services for people in the County’s rural Coastside area.

 

On March 23, 2010, your Board adopted Resolution 070674, which executed an agreement with Jacobsen and Associates / BFHL Architects to provide full professional architectural services for the Coastside Clinic renovation.

 

DISCUSSION:

The Coastside Clinic is a two-story wood structure building. Continued use of this building as a health facility requires substantial renovation of the ground floor. The County will introduce a dental clinic and move all medical services to the ground floor and retain behavioral health and administrative services on the second floor to better serve the needs of the community. The project involves reconfiguration of the existing offices, exam rooms, waiting areas, and lobby on the ground floor to meet the Americans with Disabilities Act (ADA), the Health Insurance Portability and Accountability Act (HIPAA) and other regulatory requirements.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of a Healthy Community by expanding the County’s patient service capacity to better serve the needs of the community.

 

FISCAL IMPACT:

The estimated cost of construction is $1,150,000. This project is entirely funded through a USDHHS Health Resources Services Administration (HRSA) Grant and has been included in the FY 2010-2011 Capital Project Budget.

 

There is no impact to the General Fund.
