SUBJECT:

MOU with the City of Sacramento for the Capital Bay Interoperable Communications Project

 

RECOMMENDATION:

Adopt a Resolution authorizing the Sheriff or Sheriff’s designee in the capacity as Office of Emergency Services Area Coordinator to enter into a Memorandum of Understanding (MOU) with the City of Sacramento for the transfer of all rights, title, and interest in the microwave equipment purchased with FY08 Urban Area Security Initiative (UASI) funds to the County of San Mateo in connection with the Capital Bay Interoperable Communications Project.

 

BACKGROUND:

San Mateo County has participated in several initiatives with other county, city, state and federal agencies to promote and develop regionally interoperable public safety and service communication systems.

 

The alignment of the collaboration and common vision with our regional partners and federal funding sources present an opportunity to increase the effectiveness of all first responders. To date, San Mateo County along with the nine other Bay Area counties has deployed a regional microwave network (BayLoop) which provides communications connectivity between first responders throughout the greater Bay Area.

 

DISCUSSION:

The County of San Mateo has received approval for interoperability grant funds available through the Department of Homeland Security (DHS) 2008 UASI program. This project approved by DHS includes expanding the BayLoop site within San Mateo County.

 

Upon completion of this project, San Mateo County will have an additional access point to provide greater connectivity to our regional partners throughout the Capitol Bay Region (to include the greater Bay Area and greater Sacramento Area) for various public safety voice and data applications.

 

County Counsel has reviewed and approved the Resolution and MOU as to form. The Information Services Department has reviewed and approved the MOU.

 

Approval of this MOU contributes to the Shared Vision 2025 outcome of a Healthy Community by enhancing public safety communications within San Mateo County and the Bay Area Region by providing a communication strategy that enhances communication and first responder safety.

There is no Net County Cost associated with this MOU.
