RESOLUTION:
AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO PERFORM TRUCK RESTRICTION STUDIES ON HIGHWAY 84

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, residents in the South Skyline area have expressed concerns about the safety of Highway 84 between Portola Road and Skyline Boulevard; and
|
|
WHEREAS, the California Department of Transportation (Caltrans) has jurisdiction over the subject road; and
|
|
WHEREAS, Caltrans staff has indicated that absent the adoption of state legislation or the submittal of a formal request from a local agency, based on traffic studies performed by that agency, Caltrans cannot impose road restrictions limiting access for legal sized trucks; and
|
|
WHEREAS, San Mateo County has an interest relative to access conditions along Route 84, as this road is primary access for a number of its residents; and
|
|
WHEREAS, County staff believe that the alignment of Highway 84 between Portola Road and Skyline Boulevard does not support access by trucks exceeding 30 feet from king pin to rear axle.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the County of San Mateo Department of Public Works shall cause the completion of traffic studies along Caltrans Route 84 and along Kings Mountain Road, which serves as alternative access to Skyline Boulevard, in order to ascertain whether or not such studies support truck restrictions along this route and that the General Fund finance the cost of such studies and associated staff work, since Road Fund monies cannot legally be used for the performance of work outside of the County’s jurisdiction.
