SUBJECT:

Execution of a change order between Kazika Construction and the Housing Authority of the County of San Mateo

 

RECOMMENDATION:

Adopt Resolution No. 2011-02 authorizing the Executive Director of the Housing Authority to execute a change order between Kazika Construction and the Housing Authority of the County of San Mateo (HACSM) increasing the amount by $54,499 to $304,079, and extending the term through April 30, 2011.

 

BACKGROUND:

In March 2009, HACSM received a formula grant amount of $366,511 from the Department of Housing and Urban Development (HUD) as part of the American Recovery and Reinvestment Act (ARRA).

HACSM planned several projects to utilize the funds, including tree trimming, sidewalk replacement, and architectural services. The tree trimming, sidewalk replacement, and architectural services have been completed. The largest, and final, project is a community building remodel at HACSM’s public housing property, Midway Village.

On February 23 2010, the Board approved Resolution No. 2010-01 authorizing the execution of a one-year agreement between Kazika Construction and HACSM for a community building remodel at Midway Village scheduled to begin April 1, 2010, for an amount not to exceed $249,580.

DISCUSSION:
HACSM owns and operates Midway Village, a Public Housing property in Daly City. An existing building on the property, originally built as a community-use laundry room, is being remodeled for use as a resident association meeting space and community building. Currently, the Resident’s Association utilizes a two-bedroom unit at Midway Village for their meetings and business. This conversion will afford the Association more space to conduct meetings as well as provide a much-needed community center. HACSM will be able to rent the Resident Association’s current two-bedroom unit to a household on its waiting list.

The additional project cost is $54,499. The increase in project cost is associated with an expanded fire suppression system for the building and a revision of the roof structure and material, which have been approved by the City of Daly City.

The community building project is near completion and HACSM anticipates the completion date to be no later than April 30, 2011. The extension in the term of the agreement has been necessitated by the additional work described above, and the delays incurred during the design phase and to obtain building permits, as well as an initial delay to the start of the project that was beyond the Contractor’s control.

This contract supports the Shared Vision 2025 Livable Community goal by enabling the rapid expenditure of stimulus funds for capital projects benefiting public housing residents.

County Counsel has reviewed and approved the Resolution as to form.

FISCAL IMPACT:

There is no Net County Cost associated with this action. All costs associated with this action will be paid from the American Recovery and Reinvestment Act (ARRA) formula grant funds or Public Housing Capital Funds distributed to HACSM by the Department of Housing and Urban Development (HUD).
