California State Coastal Conservancy Grant Application for the Crystal Springs Regional Trail South of Dam Project

 

RECOMMENDATION:

Adopt a Resolution:

1)

Approving the filing of an application for and acceptance of a California State Coastal Conservancy grant in the amount of $250,000 for the Crystal Springs Regional Trail South of Dam Project; and

2)

Authorizing the Director of Public Works or his designee to execute in the name of the County of San Mateo all necessary applications, contracts, agreements, amendments and payment requests hereto for the purpose of implementing the purposes specified in the grant application and making necessary grant assurances.

 

BACKGROUND:

With over 300,000 visitors annually, the Crystal Springs Regional Trail is one of the most popular non-motorized multiple-use trails in the Bay Area. The Crystal Springs Regional Trail South of Dam Project (Project) in conjunction with other planned projects will help complete an uninterrupted non-motorized trail from the City of San Bruno to the City of Woodside for pedestrians, equestrians, roller skaters, and cyclists. The Project, which is located between Crystal Springs Dam and Highway 1 on Skyline Boulevard, will take an existing San Francisco Peninsula Watershed service road and convert it to a 4,800-foot paved Class I trail along the Crystal Springs Reservoir. Construction plans and specifications for the Project are now finalized, and the necessary permits have been obtained.

 

DISCUSSION:

Approval of this Resolution contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community as construction of a new Crystal Springs Regional Trail section increases the number and quality of natural experiences for County Park visitors. Each visitor that experiences the County’s natural resources gains a greater appreciation of the need for their preservation.

 

County Counsel has reviewed and approved the Resolution as to form.

FISCAL IMPACT:

The cost estimate for the Crystal Springs Regional Trail South of Dam Project is $1,125,000. The Department of Parks will fund the balance of the Project using a $350,000 Recreational Trails Grant, a $300,000 Regional Bicycle Program Grant, and a $225,000 Land and Water Conservation Fund Grant. There is no County cost associated with this Project.
