SUBJECT:

Energy Consulting Professional Services Agreement with Enovity, Inc.

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

   

1.

President of the Board of Supervisors to execute an agreement for a maximum amount of $275,000 with Enovity, Inc., for energy consulting professional services effective February 15, 2011 through February 14, 2012; and

   

2.

Director of Public Works or his designee to execute subsequent contract amendments up to a maximum aggregate of $25,000 for a total contract amount not to exceed $300,000.

 
   

BACKGROUND:

On October 16, 2007, the Board of Supervisors adopted Resolution 069053, which supported the Cool Counties Declaration and committed to reducing the County’s carbon (CO2) footprint 80% below current levels by 2050.

 

On December 9, 2008, Board of Supervisors adopted Resolution 069827, which approved the San Mateo County Energy Strategy Master Plan (Master Plan) that addressed how to provide for the County’s future energy and infrastructure needs in an economically, socially and environmentally responsible manner.

 

DISCUSSION:

Proposals were solicited from energy consulting firms, as outlined in Exhibit A, by direct mail, through advertising in a newspaper, and posting information to the Department of Public Works’ website. Representatives from the Department of Public Works participated on the selection committee that reviewed the qualifications of eleven (11) firms submitting proposals. Based on that review, the selection committee determined that Enovity, Inc., was the most qualified firm and should be retained to provide energy consulting professional services to develop an Energy Strategy Master Plan for County Facilities.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

Executing an Energy Consulting Professional Services agreement contributes to Shared Vision 2025 outcome of an Environmentally Conscious Community by developing an Energy Strategy Master Plan to reduce energy consumption and achieve the County’s commitment to reduce the County’s carbon (CO2) footprint 80% below current levels by 2050.

 

FISCAL IMPACT:

This Energy Consulting Professional Services Agreement is $300,000.00, which includes authorization for up to $25,000.00 in change orders. The contingency is used to pay the contractor for any unforeseen needs not anticipated in the agreement documents. The funding for this agreement is derived from American Recovery and Reinvestment Act and Energy Efficiency Conservation Block Grant funds.

 

There is no impact to General Fund.
