RESOLUTION AUTHORIZING THE COUNTY OF SAN MATEO’S MEMBERSHIP AND PARTICIPATION IN A COUNTYWIDE REGIONAL HOUSING NEEDS ALLOCATION SUBREGION, AN ENTITY THAT WOULD JOINTLY AND LOCALLY ADMINISTER THE ASSOCIATION OF BAY AREA GOVERNMENTS’ REGIONAL HOUSING NEEDS ALLOCATION PROCESS FOR THE 2014-2022 HOUSING ELEMENT CYCLE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Association of Bay Area Governments (ABAG) is required by State law to administer the Regional Housing Needs Allocation (RHNA) program in the Bay Area for each State-designated Housing Element cycle; and

WHEREAS, ABAG has begun preliminary work on developing the program for the 2014-2022 Housing Element cycle with the objective of completing the program in August of 2012; and

WHEREAS, State law allows administration of the program by local jurisdictions who create “subregions” for the purposes of distributing housing needs allocations collaboratively among the members of the subregion; and

WHEREAS, a subregion is defined as two or more cities in a County or any combination of geographically contiguous local governments; and

WHEREAS, San Mateo County participated in a subregion during the prior Housing Element cycle, and found that the process increased effectiveness, efficiency, and local control over the RHNA process; and

WHEREAS, the City/County Association of Governments of San Mateo County (C/CAG) has committed to facilitate and provide staff support for creation and operation of the subregion; and

WHEREAS, this Board has determined that it is appropriate and advantageous for the County of San Mateo to become member of a subregion in San Mateo County for the next Housing Element cycle (2014-2022).

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A.

Appropriate San Mateo County staff members are authorized and directed to take all actions necessary for the County to participate in a subregion consisting of cities and the County, for the 2014-2022 Housing Element cycle, for which the City/County Association of Governments of San Mateo County (C/CAG) shall serve as the Official representative.

B.

The Planning and Building Department is directed to cause a copy of this Resolution to be submitted to the Secretary of the Association of Bay Area Governments (ABAG) for inclusion with ABAG’s Resolution designating the subregion.
