RECOMMENDATION:

Adopt an Ordinance amending the Master Salary Ordinance to add and delete positions in the Health System.

 

BACKGROUND:

The position of Executive Director of the Health Plan of San Mateo has been vacant since July, 2010 and is no longer needed. The position of Deputy Chief of the Health System is needed to perform complex management oversight and direction for divisions of the Health System and to support the Chief in making organizational changes associated with Health Care reform.

 

DISCUSSION:

The Health System recommends adding a Deputy Chief position now to provide leadership as the department addresses changes associated with Health Care reform. It is expected that there will be additional changes brought to your Board for consideration as the FY 2011-12 budget is prepared. Those proposals will address organizational efficiencies in administrative functions as well as service delivery.

 

Costs for the Executive Director of the Health Plan of San Mateo have been offset by payments made from the Health Plan of San Mateo. Similarly, the costs for the Deputy Chief will be covered with transfers from the other divisions of the Health System and subsequently will be claimed from third-party sources to the extent permissible by the various funding sources of the divisions.

 

The salary ordinance changes herein represent the:

addition of one position; and

deletion of one position.

 

Action:

Delete: One (1) vacant position of B320, Executive Director Health Plan of San Mateo.

Add: One (1) position of D068,Deputy Chief of the Health System.

Explanation:

The Deputy Chief will report directly to the Chief of the Health System. That change will result in an appropriate span of control in the management of the various divisions of the Health System. These changes represent an estimated annual salary and benefits reduction of $43,800 with no change in the total of authorized positions.

 

The Salary Ordinance amendment has been reviewed and approved by the County Counsel.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by accurately reflecting the duties needed to successfully manage the Health System. It is anticipated that 90% of stakeholders surveyed will rate Health System services as good or better.

FISCAL IMPACT:

This action represents an estimated reduction in monthly salary and benefits cost of $3,657 or an annual cost of $43,800. The costs of the administration of the Health System are apportioned to the operating divisions and claimed from various reimbursement programs.
