Second Amendment to Agreement with Puente de la Costa Sur

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Second Amendment to the Agreement with Puente de la Costa Sur for alcohol and other drug services to include prevention and early intervention services increasing the maximum obligation by $125,000 for a new maximum of $451,400, with no change to the term of March 1, 2009 through June 30, 2011.

 

BACKGROUND:

On April 28, 2009, your Board approved an Agreement with Puente de la Costa Sur to provide alcohol and other drug prevention services for the term March 1, 2009 through June 30, 2011. Your Board also granted the Chief of the Health System or designee the authority to execute contract amendments which modify the County’s maximum fiscal obligation by no more that $25,000. Contractor is the lead agency of a prevention partnership implementing community-based alcohol and other drug prevention strategies in the South Coast Communities of San Mateo County.

 

In September 2009 the Chief of the Health System approved a First Amendment to the Agreement to add additional funding through a grant, providing services that primarily focus within the schools. These services included a Student Assistance Program, a youth-to-youth mentoring and health education program, and increased the maximum obligation by $11,400 to a new maximum of $326,400. There was no change to the Agreement term.

 

DISCUSSION:

In May 2010 Behavioral Health and Recovery Services (BHRS) issued a Request for Proposals (RFP) for the provision of prevention and early intervention services for transition age youth delivered in a non-traditional behavioral health setting, building on the specific service model “Project SUCCESS”. Project SUCCESS (Schools Using Coordinated Community Efforts to Strengthen Students), is considered a Substance Abuse and Mental Health Administration Services model program that prevents and reduces substance abuse and associated behavioral issues among high risk, multi-problem adolescents. It works by placing highly trained professionals (Project SUCCESS counselors) in the school or childcare organizations to provide a full range of prevention and early intervention services. Services provided by Contractor shall focus on child care organizations operating in communities with a high proportion of underserved populations. Puente de la Costa Sur responded with a proposal that was selected for the provision of Project SUCCESS services.

 

This Second Amendment to the Agreement is now necessary to award $125,000 in funding for Project SUCCESS, increasing the maximum obligation to $451,400. There is no change to the term of the Agreement.

 

The Amendment and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been approved by Risk Management.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing alcohol and other drug prevention services in the communities of the South Coast Region of San Mateo County. The establishment of a prevention partnership allows for greater collaboration between community-based organizations and more effective delivery of alcohol and other drug prevention services. It is anticipated that 75% of participants receiving services through the Amendment will agree or strongly agree that the prevention partnership is effective.

FISCAL IMPACT:

The term of the amended Agreement remains March 1, 2009 through June 30, 2011. The Agreement maximum is being increased by $125,000 to a new maximum of $451,400. Of the amended amount, 100% will be funded by the Mental Health Services Act. These funds are included in the BHRS FY 2010-11 Adopted Budget. There is no Net County Cost.
