SUBJECT:

Agreement with Strategic Energy Innovations

 

RECOMMENDATION:

Adopt a Resolution authorizing:

   

A.

The President of the Board to execute an Agreement with Strategic Energy Innovations (SEI) to provide support to the Home Energy Retrofit Occupations (HERO) program for the term of July 1, 2010 through October 30, 2011, in the amount of $175,000, there is no Net County Cost and;

   

B.

The Director of Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

   

BACKGROUND:

On November 30, 2010, the Board of Supervisors adopted Resolution Number 071154 accepting a revenue grant from the Department of Labor (DOL) in the amount of $2,565,640 and authorizing the backdating of contracts to comply with the requirements of the grant for the HERO program. HERO will implement energy efficiency workforce training and job placement for unemployed and incumbent workers.

 

SEI worked with San Mateo County Workforce Investment Board (SMCWIB) and other community partners to submit the HERO proposal.

 

DISCUSSION:

SEI will provide targeted online recruiting and screening tools, support employer development efforts and assist in curriculum development with the HERO program partners.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance for this Agreement.

 

Approval of this Agreement contributes to Shared Vision 2025 outcome of a Prosperous Community by providing educational, vocational and support services to adult and dislocated workers. This Agreement will fund online tools development and support to HERO program partners. It is anticipated that 94% of HERO participants will complete training and 80% of those will complete certificate or credentials in FY 2010-11. This target is expected to increase in future years.

FISCAL IMPACT:

The amount of this Agreement is $175,000. The term of this Agreement is July 1, 2010 through October 30, 2011. Funding for this Agreement is provided by the Department of Labor’s Home Energy Retrofit Occupations (HERO). Funding is included in the FY 2010-11 Adopted Budget and will be included in the FY 2011-12 Recommended Budgets. There is no Net County Cost.
