Mid-Year Elimination of Filled and Vacant Positions

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance.

 

BACKGROUND:

The Information Services Department (ISD) and the Human Services Agency (HSA) have each identified and previously communicated to your Board significant revenue shortfalls in the current fiscal year budget, resulting in deficit projections of $ 1.5 million for ISD and $ 5.3 million for HSA.

 

In conjunction with other strategies, ISD is proposing the elimination of twelve positions and HSA is proposing the elimination of forty positions to resolve the current year budget shortfall.

 

DISCUSSION:

The salary ordinance amendment herein represents the deletion of 21 filled and 31 vacant positions, for a total of 52 positions.

 

To reduce the number of employees at risk of layoffs, the County offered early retirement and voluntary separation options for employees in some of the classifications that are being deleted. To date, six employees in five classifications have expressed interest in taking early retirement and three employees have chosen the voluntary separation program. The vacancies created by these early retirements and voluntary separation will be used to place employees, whose positions have been deleted.

 

The Human Resources Department is working closely with departments in identifying vacancies in other departments and classifications that can be used for potential placement to further reduce the number of employees at risk of layoffs. The Human Resources Department is also working with the impacted employees in identifying all possible options that may be available to them.

 

The specific actions by department are listed below. Six of the 52 positions being eliminated (or 11.5%) are in unrepresented Management classifications, which exceeds the County’s Management to Represented staffing ratios. These actions were approved by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Collaborative Community by approaching budget issues with fiscal accountability, concern for future impacts, and continuation of core services to the community.
