SUBJECT:

Amendment One to the Agreement with Ombudsman Services of San Mateo County, Incorporated

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment One to the Agreement with Ombudsman Services of San Mateo County, Incorporated increasing the total amount by $48,876 to $276,982 with no change to the term of July 1, 2010 through June 30, 2011.

 

BACKGROUND:

Your Board has designated itself as the Area Agency on Aging (AAA) of San Mateo County to carry out programs pursuant to the Older Americans Act. On September 28, 2010, your Board authorized Resolution 71056 approving an agreement with Ombudsman Services of San Mateo County, Incorporated and 22 other providers for Adult Day Care/Adult Day Health Care, Alzheimer’s Day Care Services, Case Management, Congregate Nutrition, Family Caregiver Support, Health Insurance Counseling and Advocacy Program, Health Promotion/Disease Prevention, Home-Delivered Meals, Legal Assistance, Medication Management, Ombudsman Services, Senior Employment and Transportation. The total amount of the 23 Agreements was $3,066,516 for the term of July 1, 2010 through June 30, 2011, to provide these services to at-risk individuals in San Mateo County.

 

On January 25, 2011, your Board authorized Resolution 71234 approving an amendment to Agreement AP 1011-08. This Amendment increased the total by $48,876 to $2,802,285 for the purpose of enhancing services or maintaining service levels in the Ombudsman Program with no change to the term.

 

The Ombudsman Program recruits and staffs volunteers that provide programs to effectively assist older individuals in the protection of their civil and human rights. This is accomplished through the provision of community education, complaint and abuse investigation and facility monitoring throughout San Mateo County.

 

DISCUSSION:

Ombudsman Services of San Mateo County, Incorporated was selected through a Request for Proposals process conducted in December 2008 for the contract term July 1, 2009 through June 30, 2013. Ombudsman Services of San Mateo County, Incorporated is the sole provider of the Ombudsman Program in San Mateo County. This year Aging and Adult Services (AAS) received additional federal one-time-only funding for ombudsman services. These funds will be used to enhance and maintain service levels in the Ombudsman Program.

 

County Counsel has reviewed and approved the Resolution and Amendment as to form and content.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by allowing AAS to continue to provide ombudsman services to older individuals residing in long-term care facilities in San Mateo County. It is anticipated that 15,000 people will be served through AAA funds in FY 2010-11.

FISCAL IMPACT:

The term of the Agreement remains July 1, 2010 through June 30, 2011. This Amendment represents an increase in federal funds in the amount of $48,876 for a maximum obligation of $276,982 for the term of the Agreement. Funds are included in the AAS FY 2010-11 Adopted Budget. There is no Net County Cost associated with this action.
