First Amendment to the Agreement with Jefferson Union High School District c/o Daly City Youth Health Center

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

A) President of the Board to execute a First Amendment to the Agreement with Jefferson Union High School District c/o Daly City Youth Health Center for the provision of High School Behavioral Health Career Pathways Project increasing the maximum obligation by $11,721 to a new maximum of $106,721, with no change to the Agreement term of July 1, 2010 through June 30, 2011; and

 

B) Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

On August 30, 2010, the County Manager approved an Agreement with Jefferson Union High School District c/o Daly City Youth Health Center to provide mental health services to youth at the Daly City Youth Health Center (DCYHC) and at school campuses in the Jefferson Union High School District campus. Contractor also provides managed care outpatient mental health services through the Mental Health Plan.

 

DISCUSSION:

In September 2010 Behavioral Health and Recovery Services (BHRS) issued a Request for Proposals (RFP) for High School Behavioral Health Career Pathways Project to provide innovative solutions to the challenge of attracting and retaining a diverse workforce in BHRS and to establish a partnership with the contracting agency/ies. BHRS received two responses, one from DCYHC and the other from One East Palo Alto. However, additional funding became available after the RFP was issued and both proposals were rejected. BHRS has elected to enter into separate agreements with each agency for these services.

 

A First Amendment to the Agreement is now necessary to award $11,721 in funding, through the Mental Health Services Act, for High School Behavioral Health Career Pathways Project increasing the maximum obligation to $106,721, with no change to the term.

 

The Amendment and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been reviewed and approved by Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health services to youth. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of outpatient mental health services is one established level of care. The services provided through this Agreement contribute to this measure. It is anticipated that 87% of clients who receive services through this Agreement will be maintained at a current or lower level of care.

FISCAL IMPACT:

The term of the amended Agreement remains July 1, 2010 through June 30, 2011. The Agreement maximum is being increased by $11,721 to a new maximum of $106,721 which has been included in the BHRS FY 2010-11 Adopted Budget. Of the amended amount, 100% will be funded through Mental Health Services Act funds. There is no Net County Cost.
