Agreement with Ohlone Community College District

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

   

A.

President of the Board to execute an Agreement with Ohlone Community College District (OCCD) to provide the Home Energy Retrofit Occupations (HERO) training programs for the term of July 1, 2010 through June 30, 2013, in the amount of $454,440, there is no Net County Cost and;

   

B.

Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

   

BACKGROUND:

On November 30, 2010, the Board of Supervisors adopted Resolution Number 071154 accepting a revenue grant from the Department of Labor (DOL) in the amount of $2,565,640 and authorizing the backdating of contracts to comply with the requirements of the grant for the HERO program. HERO will implement energy efficiency workforce training and job placement for unemployed and incumbent workers.

 

OCCD worked with San Mateo County Workforce Investment Board (SMCWIB) and other community partners to submit the HERO proposal.

 

DISCUSSION:

The HERO grant names the following education partners:  San Mateo County Community College District –Skyline and Canada College and OCCD – Ohlone College, in partnership with San Mateo County and Alameda County Workforce Investment Boards.  The hope is to reach a population of 2.1 million residents in San Mateo and Alameda County. Staff in each location will refer participants to the best program location to meet their needs, either in San Mateo or Alameda County.

 

OCCD will implement the HERO program at Ohlone College. The college will provide a minimum of nine (9) customized training programs which will be offered to Workforce Investment Act (WIA) eligible adult and dislocated workers. The programs will provide training for up to 215 students in the areas of building performance: retrofit technician, sales and audits, financing, customer service and real estate. The goals of these programs are to build skills and to provide specific training and assistance for adult and dislocated workers to find and retain stable employment in the home retrofit industry.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance for this Agreement.

 

Approval of this Agreement contributes to Shared Vision 2025 outcome of a Prosperous Community by providing educational, vocational and support services to adult and dislocated workers. This Agreement will fund training and job placement in the area of building performance for up to 215 participants leading to self-sufficiency. It is anticipated that 94% of participants will complete training and 80% of those will complete certificate or credentials in FY 2010-11. This target is expected to increase in future years.

FISCAL IMPACT:

The amount of this Agreement is $454,440. The term of this Agreement is July 1, 2010 through June 30, 2013. Funding for this Agreement was provided by the Department of Labor HERO grant. The funding has been included in the FY 2010-11 Adopted Budget and will be included in the FY 2011-12 and FY 2012-13 Recommended Budgets. There is no Net County Cost.
