SUBJECT:

Amendment No. 4 to the Agreement with Ayelet Greenberg

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

    1. President of the Board to execute Amendment No. 4 to the Agreement with Ayelet Greenberg for consulting services, increasing the amount of the Agreement by up to $35,000, for a new total maximum fiscal obligation of no more than $133,000, and extending the term end date to December 31, 2011; and

    2. Chief Information Officer or his designee to execute subsequent amendments which modify the County’s maximum fiscal obligations by no more than $25,000 (in aggregate) and/or modify the Contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

The County has multiple Geographical Information Systems (GIS) projects that require completion. At present, sufficient resources and skill sets required to complete these GIS projects are not available within Information Services Department (ISD). The projects include:

    1. Creation of a master address database

    2. Public GIS website enhancements

    3. Business process redesign and strategic planning

Ayelet Greenberg works on a part-time basis to provide GIS expertise and has demonstrated the skill set necessary to work on these GIS projects with minimal supervision.

 

DISCUSSION:

With your Board’s support, Ayelet Greenberg will continue to work with County staff, on a part time basis, to complete the GIS projects listed under Background as well as work with County staff to on new GIS initiatives to include:

    1. Business process and workflow design for street centerline maintenance

    2. Enhancements to the public GIS system

    3. Business process and workflow design for annexations and special districts

In addition to Ayelet Greenberg providing GIS expertise to advance and complete these projects, she will also provide knowledge transfer to County staff for GIS.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. Risk Management has reviewed and approved Contractor’s insurance and County Counsel has reviewed and approved the Amendment and Resolution as to form.

 

This contract supports the Shared Vision 2025 Collaborative Community goal by reducing departmental barriers using streamlined business processes. Additionally, these processes and data are used to provide County residents with better service delivery from County staff and through the internet.

FISCAL IMPACT:

The new term of this amended Agreement is from October 27, 2008, to December 31, 2011. The new total maximum fiscal obligation under this Agreement is $133,000 and funded entirely through service charges. Funds are included in ISD’s FY 2010-2011 Adopted Budget and will be included in ISD’s FY 2011-2012 Recommended Budget.
