Grant Agreements with the Federal Aviation Administration and the California Department of Transportation for Planning and Improvement Projects for the San Carlos and Half Moon Bay Airports

 

RECOMMENDATION:

Adopt a Resolution:

 

1.

Authorizing the Director of Public Works to execute grant agreements offered to the County by the Federal Aviation Administration and the California Department of Transportation to be used for the preparation of planning documents and the study, design and construction of safety, security and maintenance improvements for the San Carlos and Half Moon Bay Airports; and

 

2.

Authorizing the Director of Public Works, or his designee, to execute on behalf of the County any other documents associated with the application and acceptance of said grant funds from the Federal Aviation Administration and the California Department of Transportation; and

 

3.

Certifying that the Airport Enterprise Fund has sufficient local matching funds to finance one hundred percent (100%) of the Federal Aviation Administration and California Department of Transportation grant funded projects.

 

BACKGROUND:

Your Board has previously authorized similar agreements with the Federal Aviation Administration (FAA) and California Department of Transportation (DOT) for funding to finance eligible airport safety, security and maintenance improvements for the San Carlos and Half Moon Bay Airports.

 

The FAA makes Airport Improvement Program (AIP) grants available to airport sponsors for approximately ninety-five percent (95%) of the total costs of eligible projects. The FAA requires the County, as a condition of receiving FAA grants, to enter into an agreement that provides the conditions governing the use of said grant funds and the obligations for the County to comply with the FAA’s grant assurances.

 

The DOT provides AIP matching grants of up to five percent (5%) of the FAA grant amounts, and approximately ninety percent (90%) of the total costs of Acquisition and Development grants for eligible projects.

 

DISCUSSION:

The availability of FAA airport improvement grants is dependent on the County’s ability to execute and return the grant agreements to the FAA within very tight timelines, sometimes within days of receiving the grant offer.

 

To ensure the County is able to accept the maximum of FAA and State DOT grant funds available, staff is recommending that the Board authorize the Director of Public Works to execute grant agreements offered by the FAA and DOT for the San Carlos and Half Moon Bay Airports, and to sign any other documents associated with the application and acceptance of said grant funds from the FAA and DOT.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by ensuring the maximum FAA and California DOT grant funding for the construction of improvements at the San Carlos and Half Moon Bay Airports that will rehabilitate airport infrastructure, improve security and enhance safety for Airport users.

 

FISCAL IMPACT:

FAA and DOT grant funded projects are initially financed from the Airport Enterprise Fund as the FAA and DOT grants are received on a reimbursable basis. The Airport Enterprise Fund will ensure that is has sufficient funds available to manage the cash flow requirements of projects while monthly grant payments are being requested of the FAA and DOT.

 

FAA and DOT grant agreements require the airport sponsor to provide local matching funds. This match can range between approximately two and one-half percent (2.5%) and ten percent (10%) of the total project costs. The Airport Enterprise Fund will ensure that it has sufficient local matching funds available to finance one hundred percent (100%) of the projects costs.

 

There is no impact to the General Fund.
