SUBJECT:

Administration of a State Community Service Block Grant program to assist low-income families in the County of San Mateo.

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute a letter to the State Department of Community Services and Development indicating the County's willingness to consider, upon request of the State, the administration of a Community Service Block Grant program to assist low-income families.

 

BACKGROUND:

The State Department of Community Services and Development (CSD) has announced the release of a Request for Application to designate a new community action agency in San Mateo County to administer a Community Services Block Grant (CSBG) of approximately $382,950 to be used to assist low-income families and individuals achieve self-sufficiency.

 

In order to be designated as a community action agency, the entity must be a private nonprofit organization located in or near the County of San Mateo that provides a broad range of services designed to eliminate poverty and foster self-sufficiency. Additionally, federal law requires that the entity must be governed by a local tripartite board with the following membership: (1) one third elected public officials, holding office on the date of selection, or their representatives and (2) not fewer than one-third low-income residents who are democratically selected and (3) the remainder are members of business, industry, labor, religious, law enforcement, education, or other major groups and interests in the community served.

 

DISCUSSION:

If no private non-profit entity is identified or determined to be qualified to administer the block grant by CSD, CSD may designate a public agency located within the County to serve as the eligible entity. In the event that CSD makes a determination that there is no private nonprofit qualified to administer the funds, it is important that CSD be made aware that the County is willing to consider, upon CSD’s request, administering the grant program. Accordingly, I recommend that a letter be sent by the President of the Board indicating the County’s willingness to consider undertaking this role if so requested by CSD.

 

County Counsel has reviewed and approved the proposed Resolution.

 

Consideration of administration of the contributes to the Shared Vision 2025 outcome of a Prosperous Community by working with other agencies in providing services designed to eliminate poverty and foster self-sufficiency.

 

FISCAL IMPACT:

There is no fiscal impact in the sending the letter to the State Department of Community Services and Developmentoa. If CSD requests the County to consider administrating the block grant, this matter will be brought back to the Board for further consideration including the potential fiscal impact.
