SUBJECT:

Appointment to the Board of Building Permit Appeals

 

RECOMMENDATION:

Appoint Nohema Fernandez to the Board of Building Permit Appeals to a term expiring on December 31, 2014.

 

BACKGROUND:

The duty of the Board of Building Permit Appeals is to resolve disputes between the Chief Building Official and building permit applicants or holders concerning the proper interpretation of the Uniform Building Code; Uniform Plumbing Code; Uniform Mechanical Code; Uniform Code for the Abatement of Dangerous Buildings; Uniform Building Security Code; Uniform Dwelling Construction Code; Uniform Housing Code; Uniform Sign Code; Uniform Solar Energy Code; National Electrical Code; Uniform One and Two Family Dwelling Code; Uniform Swimming Pool-Spa and Hot-Tub Code; and any other building code adopted by the San Mateo County Ordinance Code or enforced by the County of San Mateo, and authorize the Chief Building Official to record notice of violations of the foregoing codes with the San Mateo County Recorder.

 

Membership on the Board of Building Permit Appeals consists of five members who shall reside in the unincorporated area of San Mateo County; at least one member shall be a domestic resident of the "Skyline-South Coast" region of the County; at least one member shall be a domestic resident of the "Mid-Coast" region of the County; at least three members shall have technical licensed backgrounds and be actively engaged in one or more of the construction trades regulated by the codes referenced in the description of duties. The Board of Supervisors may waive any of these requirements when making appointments.

 

DISCUSSION:

Nohema Fernandez lives in the unincorporated Sequoia Tract of Redwood City. Ms. Fernandez has an extensive background in education, receiving a Doctorate from Stanford University and working as a Professor and an administrator at the University of Arizona, in the past. Currently, she is a realtor, specializing in residential real estate in San Mateo County. As such, she has a keen interest in code issues. Ms. Fernandez has been active in civic engagement and is a graduate of Redwood City’s Partnership Academy for Community Teamwork (PACT). She believes in building strong and healthy communities through public service. Due to Ms. Fernandez’s knowledgeable background, a decision was mad to waive engagement in the construction trades as a requirement for her to sit on this Board.
