Second Amendment to the Agreement with Creekside Mental Health Rehabilitation Program

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Second Amendment to the Agreement with Creekside Mental Health Rehabilitation Program for the provision of mental health rehabilitation and long-term care services decreasing the maximum obligation by $204,930 to a new maximum of $682,860, with no change to the term of July 1, 2009 through June 30, 2012.

 

BACKGROUND:

On June 9, 2009, your Board approved an Agreement with Creekside to provide mental health rehabilitation and long-term care services for the term July 1, 2009 through June 30, 2012. On December 1, 2009, your Board approved a First Amendment to the Agreement increasing the number of beds from five to six and increasing the maximum obligation by $147,965 to a new maximum of $887,790. Under the B-1 Administrative Memorandum, the selection of providers for these long-term care locked facility services is exempt from the Request for Proposals requirement.

 

DISCUSSION:

The Agreement with Creekside is being amended to decrease the number of beds from six to four due to budget reductions and clinical treatment packages now provided through the Full Service Partnerships. It is now necessary to decrease the maximum obligation by $204,930 with no change to the Agreement term. The Amendment is effective June 16, 2010. This Amendment is late due to staff shortages in Behavioral Health and Recovery Services.

 

The Amendment and Resolution have been reviewed and approved by County Counsel.

 
 
 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community through the provision of mental health rehabilitation services and long-term care treatment for seriously mentally ill San Mateo County residents. BHRS provides a range of services to consumers of mental health services in order for them to remain in the lowest possible level of care. The provision of locked facility long-term care services is one established level of care. The services provided through this amended Agreement contribute to this measure. It is anticipated that 68% of clients receiving services through this amended Agreement will be maintained at their current or a lower level of care.

FISCAL IMPACT:

The term of the amended Agreement remains July 1, 2009 through June 30, 2012. The Agreement maximum is being decreased by $204,930 to a new maximum of $682,860. For FY 2010-11 the budgeted maximum is being decreased by $98,550, which has been included in the BHRS FY 2010-11 Adopted Budget. A total of $204,960 will be included in the BHRS FY 2011-12 Recommended budget.
