SUBJECT:

Recommended Revision to the Salary Ordinance

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

BACKGROUND:

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

DISCUSSION:

The salary ordinance changes herein represent the:

addition of two differential pays;

reclassification of four positions;

deletion of one position; and

addition of one position.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed and approved by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Prosperous Community by ensuring that departments have staff with the skills necessary to perform the work and allow departments to provide exceptional service to the community.

 

The specific actions are discussed in detail below.

 
 
 

ORGANIZATION 12000 COUNTY MANAGER’S OFFICE

   

Action:

Add a 3.5% differential, in addition to all other compensation, to the Biologist/Standards Specialist Series classification for obtaining and maintaining a valid Deputy Agricultural or Deputy Sealer License, and the Deputy Director of Agricultural Services classification for obtaining and maintaining a valid Commissioner or Sealer of Weights and Measures License.

   

Explanation:

This is the addition of a 3.5% differential to the classifications of Biologist/Standards Specialist I/II/III/IV and the Deputy Director of Agricultural Services for obtaining and maintaining additional State licensure as defined above, in addition to State-mandated license(s) that are currently required of the respective classifications. The monthly salary and benefits cost will vary depending on the number of staff who obtains the licensure. Assuming one Specialist IV and one Deputy are eligible for this differential the estimated monthly salary and benefits cost is $491. There is no change in the total number of authorized positions.

 

ORGANIZATION 18000 INFORMATION SERVICES

 

Action:

Reclassify: Three positions of V235, Information Technology Analyst
Biweekly Salary: $3,032.00 - $3,790.40
Approximate Monthly Salary: $$6,570.00 - $8,213.00

   
 

To: Three positions of V200S, Systems Engineer Series
Biweekly Salary: $2,209.60 - $3,866.40
Approximate Monthly Salary: $4,788.00 - $8,378.00

   

Explanation:

This is the reclassification of three filled Information Technology (IT) Analyst positions to the Systems Engineer Series. Last year, the Probation Department underwent an organizational restructuring. One of the outcomes was the contracting out of the department’s IT strategic planning, application development and systems maintenance to Information Services Department (ISD). The contract included the transfer of three IT Analyst employees from Probation to ISD. At the time of the transfer on October 2010, the employees retained their IT classification, however it was agreed with SEIU that these positions would be converted to its parallel ISD classification six months after the transfer. This action represents a monthly salary and benefits cost of $678 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

Biweekly Salary: $2,635.20
Approximate Monthly Salary: $5,710.00

   

Explanation:

This is the downward reclassification of a filled Retirement Analyst position to the classification of Retirement Accountant I. A classification study determined that the duties and responsibilities of this position are more appropriately represented by the Retirement Accountant classification. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

Explanation:

This is the deletion of a vacant Management Analyst III position and the addition of a Retirement Communication Specialist position. A review of the vacant position determined that the duties and responsibilities of this position are more appropriately represented by the Retirement Communication Specialist classification. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

 

ORGANIZATION 55000 - 66000 HEALTH SYSTEM (ALL)

   

Action:

Expand the coverage of the 5% pay differential for a Clinical Services Manager I – Nursing who is designated as the Director of Public Health Nursing to all departments of the Health System. Still only one employee at a time may be so assigned to this differential.

   

Explanation:

This is a correction item to an adopted amendment in March 2011 that added a 5% differential to a Clinical Services Manager I – Nursing in Health System - Administration who is designated as the Director of Public Health Nursing. This amendment expands the coverage of the differential to any Clinical Services Manager I – Nursing position in the Health System that is designated as Director of Public Health Nursing. Only one employee at a time may still be so assigned. This is a correction item of an already existing pay differential and so this action represents no monthly salary and benefits cost. There is no change in the total number of authorized positions.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $1,169 or an estimated annual cost of $14,028.
