Coastside Clinic Renovation of Ground Floor (Project No. P11HZ)

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

 

1.

President of the Board of Supervisors to execute an agreement with D.L. Falk Construction, Inc., in the amount of $944,000 for the Renovation of the Ground Floor at the Coastside Clinic in Half Moon Bay; and

 

2.

Director of Public Works to execute subsequent change orders up to a maximum aggregate amount, not to exceed $141,600, or 15% of the agreement amount.

 

BACKGROUND:

The County is the master tenant in a building at 225 South Cabrillo Highway in Half Moon Bay. The building houses several Health System divisions, and previously housed the Coastside Family Medical Center (CFMC) as a subtenant. The Health System provides mental health and medical services through its divisions of Behavioral Health and Recovery Services and San Mateo Medical Center (SMMC) on the second floor of the facility. CFMC, a private, non-profit community clinic that served private-pay patients as well as uninsured and Medi-Cal patients provided services on the ground floor of the building until CFMC’s bankruptcy in March 2009.

 

On August 6, 2009, the Health System submitted a grant proposal to the Department of Health and Human Services Health Resources and Services Administration (HRSA) for facility improvement to the Coastside Clinic building. On December 9, 2009, HRSA awarded San Mateo County $1,756,876 for the clinic renovation project. SMMC will renovate the first floor to provide access to primary care and dental services for people in the County’s rural Coastside area.

 

On February 8, 2011, your Board adopted Resolution # 071258, which adopted plans and specifications, including conformance with prevailing wage scale requirements, and the calling for sealed bids for the above referenced project.

 

DISCUSSION:

On Tuesday, March 8, 2011 bids were accepted for this project and subsequently referred to this office for analysis and recommendation. The apparent low bidder is:

whose bid of $944,000 was the lowest responsible bid received. A summary of the bids received is attached as Exhibit “A”.

 

Staff reviewed the bid documents and has determined that the Equal Employment program submitted by D.L. Falk Construction, Inc. is in accordance with the current Equal Employment guidelines, and that the Contractor complies with the Equal Benefits and Jury Duty Pay provisions of the County Ordinance Code.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of a Healthy Community by expanding the County’s patient service capacity resulting in increased use by uninsured or underinsured patients.

 

FISCAL IMPACT:

The total cost for the project is $1,085,600, which includes authorization for up to $141,600 in change orders. The change order amount is used to pay the contractor for any unforeseen conditions not anticipated in the agreement documents. This project is entirely funded through a Health Resources Services Administration (HRSA) Grant and has been included in the FY 2010-2011 Capital Project Budget.

 

There is no impact to the General Fund.
