PROCLAMATION DESIGNATING THE WEEK OF APRIL 10, 2011 AS

THE WEEK OF THE YOUNG CHILD

* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

WHEREAS, the National Association for the Education of Young Children established The Week of the Young Child in 1971 as a celebration to focus attention on the needs of young children and their families, and to thank teachers and all those who make a difference in young children’s lives; and

   

WHEREAS, that the Week of the Young Child provides an opportunity to renew our commitment to ensuring that all young children and their families in San Mateo County, and across the Country, have access to high quality childcare; and

   

WHEREAS, the Centralized Eligibility List (CEL), a list for families countywide who are eligible and have a need for state and federally subsidized child care, are ranked based on their gross income and the number of individuals in the family. Families with the greatest financial need are served and may be enrolled ahead of families who have been on the list for a longer period of time; and

   

WHEREAS, there are over 5,000 children in San Mateo County who are currently eligible to receive subsidized child care, but do not do so because of inadequate levels of state and federal funding, and there are many more children in San Mateo County who are not currently on the Centralized Eligibility List but should be entitled to receive subsidized child care; and

WHEREAS, research shows that high-quality early childhood programs help children, especially those from low-income families, to develop the skills they need to succeed.

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of San Mateo, State of California, hereby designates the week of April 10, 2011 through April 16, 2010 as Week of the Young Child in San Mateo County and encourages all citizens to make a good investment in early childhood in San Mateo County.
