Designation of the San Mateo County Arts Commission as the Local Arts Partner with the California Arts Council and Authorization for an Application for a $10,000 Technical Assistance Grant

 

RECOMMENDATION:

Adopt a Resolution:

A)

Designating the San Mateo County Arts Commission as the County’s local arts partner with the California Arts Council; and

B)

Authorizing the County’s Superintendent of Parks to submit an application to the State-Local Partnership Development Program for a $10,000 Technical Assistance Grant and execute the grant contract if awarded.

 

BACKGROUND:

This Board adopted Resolution 070716 on April 27, 2010 designating the San Mateo County Arts Commission as the County’s local arts partner with the California Arts Council for the purposes of obtaining a State Local Partner Development Program Technical Assistance Grant – Year 1 in the amount of $10,000. These grant funds were awarded and the Commission’s project task force will complete the activities for this grant in May 2011.

 

DISCUSSION:

The State Local Partner Development Program, funded by the California Arts Council, has a second and final year of technical assistance grant funding available in the amount of $10,000. The Arts Commission wants to apply for those funds to conduct a strategic plan in FY 2011-2012 to both identify and develop the local arts agency model that will best support and sustain the arts as identified through the arts needs assessment project currently underway.

 

This technical assistance grant program requires that the Board of Supervisors by resolution again designate the County Arts Commission as the local arts partner and authorize the submittal of the grant application.

 

County Parks staff will submit the grant application and request Board authorization to execute a subsequent contract.

 

This application for grant funding contributes to the Shared Vision 2025 for a collaborative community as the Arts Commission’s goal is a local arts agency that represents the arts county-wide and can support and sustain the arts county-wide.

 

FISCAL IMPACT:

There is no fiscal impact to the County in designating the Arts Commission as the local arts partner and opens up the potential to access funding from the state for the arts.

There are funds available from the State to support the County’s project to assess and determine what kind of local arts agency would best serve and sustain the arts in San Mateo County. The Arts Commission budget has incorporated funding toward this project which may also be used as a match for the funding if needed.
