SUBJECT:

Agreement with Lonny Davis doing business as Davis Guest Home, Inc.

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

A) President of the Board to execute an Agreement with Lonny Davis doing business as Davis Guest Home, Inc. for the provision of residential and transitional care services for difficult to place clients for the term July 1, 2011 through June 30, 2014, for a maximum obligation of $270,000; and

 

B) Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Since December 17, 1985, your Board has approved resolutions authorizing expenditures for residential care facilities serving mentally ill clients. Behavioral Health and Recovery Services (BHRS) has contracted with this provider since 1999 for the provision of hard-to-place mental health clients who require a high degree of supervision. This contractor accepts some of the most difficult clients in our system of care who might otherwise be in a higher and more costly level of care. Under the B-1 Administrative Memorandum the selection of providers of residential services for mental health clients is exempt from the Request for Proposals requirement. BHRS publishes a public notice every year to solicit applications for new providers.

 

DISCUSSION:

Services provided by the contractor include room and board; 24-hour, 7-days-a-week supervision; assistance with medication; and support and assistance with daily living skills. This contractor will provide a total of five beds for San Mateo County clients. The facility has been assessed and approved by BHRS to provide enhanced residential services.

The Agreement and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been reviewed and approved by Risk Management.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing residential and transitional care services for difficult to place clients. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of residential and transitional care is one established level of care. The services provided through this Agreement contribute to this measure. It is anticipated that 65% of clients who receive services through this Agreement will be maintained at a current or lower level of care.

FISCAL IMPACT:

The term of the Agreement is July 1, 2011 through June 30, 2014, and the maximum obligation is $270,000 for the three-year term. For FY 2011-12 the budgeted maximum is $90,000. Of that amount, it is anticipated that $81,540 will be funded by sales tax through Realignment, and $8,460 will be Net County Cost. Funds for these services will be included in the BHRS FY 2011-12 Recommended Budget. Similar funding arrangements will be in place for FY 2012-13 and FY 2013-14.
