Amendment Five to the Agreement with American Medical Response West

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

A)

President of the Board to execute Amendment Five to the Agreement with American Medical Response West for assessment and transport of persons with behavioral emergencies and for the prescheduled transport of Behavioral Health and Recovery Services and Aging and Adult Services clients for court appearances, extending the term from April 30, 2011 through June 30, 2011, and increasing the maximum obligation by $62,240 to a new maximum obligation of $2,008,440; and

 

B)

Acceptance of a donation from the Police Chiefs and Sheriffs Association of $117,000 to the Health System to help fund the Agreement with American Medical Response West.

 

BACKGROUND:

In December 2005 your Board approved a waiver of the Request for Proposals process and a 3-year Agreement with American Medical Response West (AMR) to provide assessment and transport of persons with behavioral emergencies and for the prescheduled transport of Behavioral Health and Recovery Services (BHRS) clients and Aging and Adult Services (AAS) clients for court appearances. The San Mateo County Mental Assessment and Referral Team (SMART) program was developed by the Health System and AMR. The SMART program provides a specially trained paramedic to respond to law enforcement Code 2 requests for individuals having a behavioral emergency.

 

Your Board approved Amendment One on February 10, 2009, extending the term through June 30, 2009 and increasing the maximum obligation by $162,000 from $1,134,000 to a new maximum of $1,296,000.

 

Your Board approved Amendment Two on July 14, 2009, extending the term through September 30, 2009 and increasing the maximum obligation by $81,000 to $1,377,000.

 

Your Board approved Amendment Three on September 29, 2009, extending the term through June 30, 2010 and increasing the maximum obligation by $258,000 to $1,635,000.

 

Your Board approved Amendment Four on September 14, 2010, extending the term through April 30, 2011 and increasing the maximum by $311,200 to $1,946,200. At the time Amendment Four was approved, it was anticipated that the County would received a donation in the amount of $117,000 from the Police Chiefs and Sheriffs Association, a 501(3)(c) organization, to help fund the Agreement. On December 10, 2010, San Mateo County Emergency Medical Services received the donation letter.

 

DISCUSSION:

On September 28, 2010, your Board approved the allocation of $61,000 to support a two-month extension, May and June 2011, of the SMART Agreement. Funding for this increase came from the Health System Administration Reserves, appropriation which was added to the Community Health FY 2010-11 Budget in the September Revisions.

 

Extending the SMART Agreement by two months through June 30, 2011, will continue the SMART program consistent with the funding approved in September 2010. AMR will continue to provide transportation for the prescheduled transport of BHRS clients and AAS clients requiring a gurney and a basic life support ambulance for court appearances through the term of this Agreement.

 

The Amendment and Resolution have been reviewed and approved by County Counsel. The County Manager has approved a waiver extending the Agreement beyond three years.

 

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by improving emergency services provided to people having behavioral emergencies. Only 30% of behavioral emergency calls will be handled by the SMART vehicle due to funding cuts resulting in service reductions.

FISCAL IMPACT:

The term of the Amended Agreement is December 7, 2005 through June 30, 2011. The maximum obligation is increased by $62,240 for a new maximum obligation of $2,008,440. There is no Net County Cost associated with this Amendment.
