Amendment to the Agreement with One East Palo Alto

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with One East Palo Alto adding the Mental Health First Aid Program and the High School Behavioral Health Career Pathways Project increasing the maximum obligation by $33,151 to a new maximum of $210,880, with no change to the Agreement term of July 1, 2010 through June 30, 2011.

 

BACKGROUND:

On September 14, 2010, your Board approved an Agreement with One East Palo Alto (OEPA) to provide consultation services for the East Palo Alto Mental Health Community Advisory Group (EPAMHCAG) to allow OEPA to coordinate services and at the same time create relationships in East Palo Alto that provide support services to consumers of mental health services.

 

DISCUSSION:

In September 2010 Behavioral Health and Recovery Services (BHRS) issued a Request for Proposals (RFP) for High School Behavioral Health Career Pathways Project to provide innovative solutions to the challenge of attracting and retaining a diverse workforce in BHRS. The High School Behavioral Health Career Pathways Project has been identified as a “workforce of tomorrow” strategy that can engage youth from various ethnic, cultural and linguistic backgrounds who are considering behavioral health careers. BHRS received two responses, one from Daly City Youth Health Center and the other from One East Palo Alto. However, additional funding became available after the RFP was issued and both proposals were rejected. BHRS has elected to enter into separate agreements with each agency for these services.

 

As part of the Mental Health Services Act (MHSA) initiative, Contractor will use the Mental Health First Aid Program to provide training to community partners to identify and help people with mental health issues. The Mental Health First Aid Program is a public education program that helps the public identify, understand, and respond to signs of mental illness and substance abuse disorders. Mental Health First Aid has been rigorously evaluated and proven to be an effective tool in reducing stigma connected to mental illness.

 

A First Amendment to the Agreement is now necessary to award $25,971 in funding through MHSA, for the High School Behavioral Health Career Pathways Project and to add $7,180 in funding for the Mental Health First Aid Program increasing the maximum obligation to $210,880, with no change to the term of the Agreement.

 

The Amendment and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been reviewed and approved by Risk Management.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing technical consultation and multi-cultural center services for consumers of mental health services. BHRS provides a range of services to promote support to consumers of mental health services. The provision of consultation services for consumers is one established level of care. The services provided through this Amendment contribute to this measure. It is anticipated that no fewer than 63 clients will be referred for mental health services as a result of OEPA’s consultation efforts.

* It appears the increase is due to clients accessing alternate services as Medi-Cal funded services for adults decrease. Additional evaluation will be necessary to determine if the increase is a one time change or a steady growth.

 

FISCAL IMPACT:

The term of the amended Agreement remains July 1, 2010 through June 30, 2011. The Agreement maximum is being increased by $33,151 to a new maximum of $210,880 which has been included in the BHRS FY 2010-11 Adopted Budget. Of the amended amount, 100% will be funded through Mental Health Services Act funds. There is no Net County Cost.
