Fourth Amendments to the Agreements with Child Care Coordinating Council and Professional Association For Childhood Education

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute the Fourth Amendments to the Agreements with: (1) Child Care Coordinating Council (4Cs) and (2) Professional Association For Childhood Education (PACE), to add California Department of Education (CDE) allocations for FY 2010-11, the terms remain the same, July 1, 2008 through June 30, 2011, increasing the amounts by $805,202; 4Cs will increase by $563,641, for a total obligation of $4,771,546 and PACE will increase by $241,561 for a total obligation of $2,044,950. There is no Net County Cost.

 

BACKGROUND:

Since 1997, the Human Services Agency (HSA), 4Cs, and PACE have been acting as partners in the child care delivery system. HSA, 4Cs and PACE are the only agencies authorized by the State to provide Stage 1, Stage 2 and Stage 3 CalWORKS child care services in San Mateo County.

 

HSA provides Stage 1 Child Care to clients who are participating in the CalWORKs program and are receiving cash aid. HSA subcontracts with 4Cs and PACE to provide Stage 2 Child Care for eligible families in San Mateo County. Stage 2 Child Care is provided to clients who are employed, and whose income is below the 85% State Median Income (SMI) cap. CDE funds Stage 2 Child Care services. If the clients have received the maximum allowable 24 months of service in Stage 2 and remains income eligible, they move into Stage 3 child care.

 

On July 22, 2008, the Board of Supervisors adopted Resolution Number 069583 authorizing the Stage 2 child care and child development services in the amount $2,850,000 for Fiscal Year 2008-09, and authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modification not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

 

The Agreements with 4Cs and PACE have been amended on three separate occasions by Resolutions 070322, 070854 and 070982 for the purpose of adding funding as allocated by CDE for FY 2009-10 and FY 2010-11 totaling $3,161,294 for a current obligation of $4,207,905 for 4Cs and $1,803,389 for PACE.

 

DISCUSSION:

These Fourth Amendments to the Agreements will add additional funding in the amount of $805,202 for FY 2010-11 as allocated by CDE for Stage 2 Child Care. 4Cs will receive seventy percent (70%) of these funds and PACE will receive thirty percent (30%). The amount allotted to 4Cs and PACE will allow continuing services to families who are eligible to receive Stage 2 services for up to 24 months, provided that their incomes remain at or below 85% SMI. For a family of three, the SMI is $54,096.

 

A new Agreement for Stage 2 child care services will be written for FY 2011-12 after the County has received notification of the amount allocated by CDE. It is anticipated that the new Agreement will be submitted to the Board of Supervisors by the end of June 2011.

 

The Contractors have assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contractor provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved these Amendments and the Resolution as to form and Risk Management has approved the insurance for both Contractors.

 

Approval of these Fourth Amendments contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing funding for quality child care for low-income families. It is anticipated that in FY 2010-11, 320 children will be transferred from Stage 1 to Stage 2 child care and that a combined total of up 1,570 children will receive services from 4Cs and PACE in FY 2010-11.

FISCAL IMPACT:

The term of both Agreements with 4Cs and PACE will remain July 1, 2008 through June 30, 2011. The amended Human Services Agency's California Department of Education (CDE) allocation for FY 2010-11 adds $805,202.  Of this amount $563,641 will be allocated to 4Cs and $241,561 will be allocated to PACE.  Both Amendments are fully funded through CDE funds. There is no Net County Cost.
