A)

Rescinding Resolution 69344 which transferred Specific Vector Control Operations and Responsibilities to the San Mateo County Mosquito Abatement District and

B)

Transferring all Vector Control operations and responsibilities to the San Mateo County Mosquito Abatement and Vector Control District

BACKGROUND:
|
Historically the Environmental Health Division (EH) staff has responded to requests for assistance and complaints about pests and vectors. Staff educated the public on how to protect themselves from diseases that may be carried by vectors.
The elimination of Solid Waste Funding required EH to assess vector control services offered by EH and San Mateo County Mosquito Abatement District (SMCMAD). Meetings between the EH and SMCMAD staff revealed duplication of efforts in the majority of duties. In 2003 the SMCMAD expanded its territory and service area to include the entire County and twenty cities.
On April 8, 2008, your Board adopted Resolution 69344 transferring specific vector control operations and responsibilities to the SMCMAD and authorizing the Chief of the Health System to maintain staffing sufficient to protect public health and assist the then SMCMAD. On April 9, 2008, the SMCMAD changed its name to San Mateo County Mosquito Abatement and Vector Control District (SMCMAVCD).

DISCUSSION:
|
Section 101285 of the California Health and Safety Code permits the Board of Supervisors to transfer all or a portion of vector control services or any portion of the function of providing vector control services to any mosquito abatement and vector control district formed pursuant to the Mosquito Abatement and Vector Control District Law, Chapter 1 (commencing with Section 2000) of division 3, provided that the district’s boundaries include that territory.

The successful transition of certain responsibilities to SMCMAVCD and further reductions in General Fund contributions have resulted in EH’s recommendation to transfer all vector control responsibilities. EH and SMCMAVCD both agree that all preventative vector control responsibilities will be transferred to SMCMAVCD. SMCMAVCD will oversee and maintain contracts between pest control operators and cities and the unincorporated areas. In addition, all baiting operations in riprap areas along coastal cities will now be maintained by SMCMAVCD

The Resolution has been reviewed and approved by County Counsel as to form.
|
|
Approval of this Resolution contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by ensuring that rodent control baiting operations are instituted and maintained to prevent rodent populations from reaching extreme levels and to prevent disease outbreaks that could result in serious public health threats. It is anticipated that 90% of customers will continue to rate services good or better in Fiscal Year 2010-11.
