Agreement with Kaiser On-the-Job

RECOMMENDATION:
|
Adopt a Resolution authorizing the:
|
|
A) President of the Board to execute a three-year agreement with Kaiser On-the-Job to conduct pre-placement and Occupational Safety and Health Administration (OSHA) mandated physical examinations, fitness for duty and return to work examinations for the term of January 1, 2011 through December 31, 2013, not to exceed $660,000.
|
|
B) Human Resources Director or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND/DISCUSSION:
|
The County has collaborated with Kaiser On-the-Job to establish an Occupational Health Services Program. Kaiser On-the-Job provides Occupational Health Services to County employees and they have effectively administered this program by working closely with the County’s Occupational Health Nurse to secure the scheduling of all pre-placement physicals and annual health surveillance exams to include respiratory protection, hearing conservation, hazardous materials and DMV physicals. Kaiser On-the-Job is staffed with skilled health professionals who respond quickly and efficiently to the needs that arise from work related injuries and are committed to providing attention to prevention and wellness.

The County currently contracts with Kaiser On-the-Job to administer the County’s pre-placement and occupational health monitoring program. In addition, Kaiser On-the-Job serves as the County’s primary source for new workers’ compensation injuries. They were selected through a competitive RFP process (Exhibit A attached). The contract is being submitted at this time as it went through detailed review by legal counsel for the contractor and the County.

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Resolution and Agreement as to form. Risk Management has reviewed the Contractor’s insurance certificate to ensure requirements are met.

Approval for this Agreement contributes to Shared Vision 2025 outcome of a Collaborative Community by providing a comprehensive Occupational Health Program that will increase administrative efficiency and help to effectively manage the County’s costs.

FISCAL IMPACT:

Funding for the Occupational Health costs are offset by the Risk Management Workers’ Compensation Trust Fund. The amount of this three-year agreement is not to exceed $660,000. There is no impact to the Net County cost.
