SUBJECT:

Recommended Revision to the Salary Ordinance

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

BACKGROUND:

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

DISCUSSION:

The salary ordinance changes herein represent the:

reclassification of two positions;

deletion of three positions; and

addition of three positions.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed and approved by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Prosperous Community by ensuring that departments have staff with the skills necessary to perform the work and allow departments to provide exceptional service to the community.

 

The specific actions are discussed in detail below.

 
 

ORGANIZATION 20000 RETIREMENT

 

Action A:

Delete: One position of E490Y, Retirement Accountant I – Y Rated
Biweekly Salary: $2,635.20
Approximate Monthly Salary: $5,710.00

   

Action B:

Add: One position of E489S, Retirement Accountant Series
Biweekly Salary: $1,887.20 - $2,758.40
Approximate Monthly Salary: $4,089.00 - $5,977.00

   

Explanation:

This is the deletion of a vacant Retirement Accountant I – Y Rated to a Retirement Accountant Series. As a result of a downward reclassification, the Y Rated salary and position was created, consistent with Civil Service Rules on downward reclassification where there is an incumbent. The incumbent in the position has since retired and so therefore, a regular Retirement Accountant Series is being added. This action represents a monthly salary and benefits cost of $365. There is no change in the total number of authorized positions.

Reclassify: One position of E029, Administrative Assistant I
Biweekly Salary: $2,012.00 – $2,515.20
Approximate Monthly Salary: $4,359.00 - $5,450.00

   
 

To: One position of E488, Retirement Executive Secretary - C
Biweekly Salary: $2,104.00 - $2,630.40
Approximate Monthly Salary: $4,559.00 - $5,699.00

   

Explanation:

This is the reclassification of one vacant Administrative Assistant I position to Retirement Executive Secretary - Confidential. A classification review of this vacant position was conducted and the review determined that duties and responsibilities are within the scope of the Retirement Executive Secretary classification. This action represents a monthly salary and benefits cost of $341. There is no change in the total number of authorized positions.

 

ORGANIZATION 25000 DISTRICT ATTORNEY

 

Action:

Delete: Two positions of E443, Estate Property Officer
Biweekly Salary: $1,691.20 – $2,114.40
Approximate Monthly Salary: $3,664.00 - $4,581.00

   

Explanation:

This is the deletion of two filled Estate Property Officer positions. These positions and its incumbents are being transferred to the Aging and Adult Services Division of the Health System, resulting from the combination of the Public Administrator and Public Guardian functions into one administrative unit in the Aging and Adult Services. This action represents a monthly salary and benefits savings of $12,552. The total number of authorized positions is decreased by two.

 

ORGANIZATION 57000 AGING AND ADULT SERVICES

 

Action:

Add: Two positions of E443, Estate Property Officer
Biweekly Salary: $1,691.20 – $2,114.40
Approximate Monthly Salary: $3,664.00 - $4,581.00

   

Explanation:

This is the addition of two filled Estate Property Officer positions. These positions and its incumbents are being transferred from the District Attorney’s Office. This action is being taken in support of the combination of the Public Administrator and Public Guardian functions into one administrative unit in the Aging and Adult Services. This action represents a monthly salary and benefits cost of $12,552. The total number of authorized positions is increased by two.

Action:

Reclassify: One position of S024, Dietitian
Biweekly Salary: $2,308.80 - $2,886.40
Approximate Monthly Salary: $5,003.00 – $6,254.00

   
 

To: One position of S025, Supervising Dietitian
Biweekly Salary: $2,548.80 - $3,186.40
Approximate Monthly Salary: $5,523.00 – $6,904.00

   

Explanation:

This is the reclassification of a vacant Dietitian position. The duties and responsibilities of this vacant position have been modified to provide supervisory functions over clinical Dietitians. This conversion will also assist the department in complying with State regulations. This action represents a monthly salary and benefits cost of $890 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $1,596 or an estimated annual cost of $19,152.
