SUBJECT:

Appointment to the Confined Animal Technical Advisory Committee

RECOMMENDATION:

Approve the appointment of Dana Stoehr to the Confined Animal Technical Advisory Committee as an alternate to the Animal Caretaker representatives, to a term expiring March 31, 2015.

BACKGROUND:

The mission of the Confined Animal Technical Advisory Committee is to assist in achieving the objectives of Chapter 1 of the San Mateo County Ordinance Code (Zoning Annex) establishing confined animal regulations. Duties include providing pre-application guidance to Confined Animal Permit applicants, advising the Planning Commission and the Board of Supervisors on Confined Animal Permit applications, reviewing site management plans and proposing best management practices, assisting in resolving illegal and non-conforming confined animal situations, and providing general educational outreach on facility management.

DISCUSSION:

Members of the committee need to be knowledgeable regarding the keeping of confined animals and of the potential impact on surrounding properties and the environment. Animal caretakers and their alternate need experience and proficiency in keeping and caring for confined animals, including a thorough understanding of animal behavior and needs, as well as facility management and operations. Dana Stoehr has had 20 years of experience in the Fair and public facilities industry and seven years in Parks and Recreation, providing her with extensive knowledge and experience in housing animals, resource protection, water quality and land management, and animal waste management best practices.

FISCAL IMPACT:

None.
