Termination of Bay Area Regional Immunization Registry Joint Powers Agreement

RECOMMENDATION:
|
Adopt a Resolution authorizing the President of the Board to sign a letter of termination for the Bay Area Regional Immunization Registry Joint Powers Agreement.
|

BACKGROUND:
|
On January 23, 2007, the San Mateo County Board of Supervisors approved San Mateo County’s participation as a member of the Bay Area Regional Registry (BARR) by way of a Joint Powers Agreement (JPA). The purpose was to jointly create and operate a regional immunization information system called the BARR which was used to collect and share immunization related information for the purpose of increasing the vaccination coverage of the residents of the Bay Area.

DISCUSSION:
|
As the operations of the BARR have been transferred to the State Immunization Branch, there is a request by member jurisdictions to terminate the JPA. The State Immunization Branch has created a state-wide immunization information system in the place of several regional systems such as the BARR. San Mateo County will participate in the state-wide information system. This change has no operational impact on immunization activities.

The transition process requires the JPA lead agency, Santa Clara County, to obtain termination letters from the Bay Area member jurisdictions.

County Counsel has reviewed and approved the Resolution as to form.
|
|
Approval of the Resolution contributes to the Shared Vision 2025 of a Healthy Community by providing for a regional immunization registry, which helps to ensure that children throughout the Bay Area receive complete and timely immunizations. The termination of the JPA contributes to this commitment and goal by providing for transition to a state-wide immunization registry, which helps to ensure that children in San Mateo County receive complete and timely immunizations. It is anticipated that 38 San Mateo County Clinics will have implemented the immunization registry which will increase timely vaccination of children by age two.

|
There is no cost associated with termination of the JPA. There was no financial participation associated with the JPA.
