SUBJECT:

First Amendment to Agreement with Strategic Energy Innovations

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a First Amendment to the Agreement with Strategic Energy Innovations (SEI) to provide support to the Home Energy Retrofit Occupations (HERO) program. The term is now extended by twenty (20) months from July 1, 2010 through June 30, 2013, increasing the amount by $45,000 to $220,000 of which there is no Net County Cost.

 

BACKGROUND:

On November 30, 2010, the Board of Supervisors adopted Resolution Number 071154 accepting a revenue grant from the Department of Labor (DOL) in the amount of $2,565,640 and authorizing the backdating of contracts to comply with the requirements of the grant for the HERO program. HERO will implement energy efficiency workforce training and job placement for unemployed and incumbent workers.

 

On March 15, 2011, The Board of Supervisors adopted Resolution Number 071308 to execute the Agreement with SEI for the amount of $175,000 to provide support for the HERO program.

 

DISCUSSION:

SEI provides targeted online recruiting and screening tools, supports employer development efforts and assist in curriculum development with the HERO program partners. This Amendment will allow SEI to continue to assist with employer development outreach and support industry relations in partnership with HERO partners and San Mateo County. Given the additional responsibilities, the term was extended to match the grant term.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Amendment and Resolution as to form and Risk Management has approved the Contractor’s insurance for this Amendment.

 

Approval of this Amendment contributes to Shared Vision 2025 outcome of a Prosperous Community by providing educational, vocational and support services to adult and dislocated workers. This Amendment will fund online tools development and support to HERO program partners. It is anticipated that 94% of HERO participants will complete training and 80% of those will complete certificate or credentials. This target is expected to increase in future years.

FISCAL IMPACT:

The amount of this amended Agreement is increased by $45,000 to a new total of $220,000. The term of this amended Agreement is extended by twenty (20) months to July 1, 2010 through June 30, 2013. Funding for this Agreement is provided by the U.S. Department of Labor’s Employment and Training Administration (ETA), Home Energy Retrofit Occupation (HERO) grant. Funding for this Agreement is included in the FY 2010-11 Adopted Budget and will be included in the FY 2011-12 and FY 2012-13 Recommended Budgets. There is no Net County Cost associated with this Agreement.
