Amendment to the Agreement with Human Investment Project (HIP Housing)

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with Human Investment Project (HIP Housing) to decrease the Agreement amount due to CalWORKs reduction and re-allocation of funds, the term remains the same, July 1, 2010 to June 30, 2013, decreasing the amount by $52,200 from $870,000 to $817,800; $153,600 is Net County Cost.

 

BACKGROUND:

Due to the reduction of available CalWORKs funds for the Human Services Agency (HSA), HSA finds it is necessary to reduce this CalWORKs funded Agreement. This reduction will decrease the amount of Agreement #070838 between the County of San Mateo and HIP Housing by $52,200.

HIP Housing administered the Self-Sufficiency Program (SSP) as a result of one of the Human Services Agency’s “SUCCESS” subcommittees that convened in the mid -1990s in anticipation of Welfare Reform. The SSP’s main goal is to continue to be the short-term shallow housing subsidy offered to assist highly motivated clients desiring to move from welfare dependence toward economic self-sufficiency. The housing subsidies require client’s participation in an intensive case-management program promoting self-sufficiency. SSP provides housing assistance and support services to low-income families with clearly defined career and educational goals and motivation to become financially self-reliant within 12-24 months.

DISCUSSION:

The reduction of $52,200 will reduce the number of the eligible households/clients served by the Contractor from 205 to 199 for the FY 2010-11 and to195 for the

FY 2011-12 and FY 2012-13.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Amendment to the Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance.

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing rental subsidies to motivated homeless/at risk of homelessness households of San Mateo County to be self sufficient. It is anticipated that 199 households/clients will receive placement in FY 2010-11 and that number will decrease to 195 in FY 2011-12 and FY 2012-13.

FISCAL IMPACT:

The term of this Agreement remains July 1, 2010 through June 30, 2013. This Amendment to the Agreement will decrease the total obligation by $52,200 from $870,000 to $817,800 in the following manner: FY 2010-11 by $5,800 to $284,200, FY 2011-12 and 2012-13 each by $23,200 to $266,800. Funding breakdown for the term of the Agreement is $664,200 (81%) CalWORKs and $153,600 (19%) Net County Cost. Funding is included in the FY 2010-11 Adopted Budget and will be included in the FY 2011-12 and FY 2012-13 Recommended Budgets.
