SUBJECT:

Agreement with the City and County of San Francisco for Reimbursement of Costs for Airport Community/Roundtable Related Activities for FY 2010-2011

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Agreement between the County of San Mateo and the City and County of San Francisco for partial funding of the Airport/Community Roundtable in the amount of $125,000 for the term July 1, 2010 through June 30, 2011.

 

BACKGROUND:

The Airport/Community Roundtable, which is funded by its member agencies, addresses noise impacts from aircraft operations at San Francisco International Airport. Those agencies include the City and County of San Francisco, the County of San Mateo, 17 of the 20 cities in San Mateo County, and the C/CAG Airport Land Use Committee. The County of San Mateo is the coordinating lead for the Roundtable and has used its resources to provide advisory and technical services to the Roundtable, including development of possible noise mitigation measures. The funds are managed by the County of San Mateo through a trust fund.

 

Since 1993, the City and County of San Francisco has provided a minimum of $100,000 per year to the County to help support the activities and operations of the Roundtable. This funding covers a portion of the costs for one member of senior Planning staff to act as the Program Manger to oversee the Roundtable activities and administer contracts for technical and administrative support and a media consultant. The remainder of the Roundtable annual funding comes from: (1) the County of San Mateo ($12,000, an amount previously authorized by the Board of Supervisors), (2) 17 of the 20 cities in the County, and (3) C/CAG, on behalf of the C/CAG Airport Land Use Committee (ALUC). The cities and C/CAG each contribute $1,500. The City and County of San Francisco annual Roundtable funding for FY 2009/2010 was $125,000. Utilizing the funding contributed by all of the members, the County provides an array of services that advance the Roundtable’s objectives.

 

DISCUSSION:

The ongoing cost-sharing agreement between the Roundtable member agencies will continue for FY 2010/2011. The City and County of San Francisco has recently approved its annual Roundtable funding in the amount of $125,000 for FY 2010/2011, the same amount as for the previous fiscal year. The annual funding contributions from the other Roundtable member agencies, including the County of San Mateo, will remain constant for FY 2010/2011.

 

County Counsel has reviewed the Resolution and Agreement as to form.

 

The Agreement contributes to the Shared Vision outcome of a Livable Community by providing funding from the City and County of San Francisco to support the activities of the Airport/Community Roundtable to address noise impacts in affected neighborhoods and communities from aircraft operations at San Francisco International Airport.

FISCAL IMPACT:

The Agreement allows the City and County of San Francisco to reimburse the County of San Mateo, via the Airport/Community Roundtable Trust Fund, for Airport/Community Roundtable related expenses in the amount of $125,000 for FY 2010-2011. There is no net County cost impact.
