SUBJECT:

Grant Agreement with the California State Lands Commission for the Mirada Surf Coastal Trail Improvement Project (Phase Three)

 

RECOMMENDATION:

Adopt a Resolution authorizing the Director of Public Works to execute:

   

1.

Grant agreements offered by the California State Lands Commission to be used for the Mirada Surf Coastal Trail Improvement Projects; and

   

2.

Any other documents associated with acceptance of $120,000 in grant funding from the California State Lands Commission on behalf of the County.

 

BACKGROUND:

In previous actions, your Board adopted resolutions authorizing the Director of Parks to execute grant agreements with various agencies for the Mirada Surf Coastal Trail Improvement Project and Seal Cove Stairway Access Project. The Mirada Surf Coastal Trail Project (Project) has greatly improved coastal access in a popular and congested area of the San Mateo County coast, and increased opportunities for walking and bicycling. Phase One and Two of the Project included the installation of a public information kiosk, commemorative benches, a bridge, a frog pond, a trail extension (bridge to Coronado Boulevard), and perform biological monitoring before, during, and after construction.

 

DISCUSSION:

The Mirada Surf Coastal Trail Phase Three Improvement Project (Phase Three) completes the park improvements envisioned when the Mirada Surf parcel was purchased in August 2003. Phase Three trail improvements will continue the Mirada Surf Coastal Trail in the CalTrans Highway 1 right-of-way as it runs through Half Moon Bay jurisdiction that begins in the northern half of Coronado Boulevard on the western side of Highway 1. The Phase Three improvements include an additional forty feet of paved ADA-accessible California Coastal Trail, curb extensions and access improvements at the Highway 1 signal island, and a prefabricated restroom building adjacent to the Trail near Magellan Avenue. The original grant agreement expired on December 30, 2010. The Department has been asked by the California State Lands Commission to submit a new grant application for the Mirada Surf Coastal Trail Phase Three Improvement Project to reinstate the grant agreement.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this Resolution contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community as design and construction of the Mirada Surf Coastal Trail Phase Three Improvement Project increases the number and quality of natural experiences for County Park visitors. Each visitor that experiences the County’s natural resources gains a greater appreciation of the need for their preservation.

 

FISCAL IMPACT:

The cost estimate for the Mirada Surf Coastal Trail Phase Three Improvement Project is $216,562.10.
