Approval of California Emergency Management Agency Anti-Terrorism Funds – State Operations for the State Homeland Security Grant Program for the Northern California Regional Terrorism Threat Assessment Center

RECOMMENDATION:
|
Adopt a Resolution authorizing the Sheriff or the Sheriff’s designee to:
|
A.
|
Submit a grant application to the California Emergency Management Agency for the administration of Anti-Terrorism Funds – State Operations in the amount of $200,000; and
|
B.
|
Execute, on behalf of the County of San Mateo, all necessary applications, contracts, agreements, amendments, payment requests and grant assurances for the purposes of securing and expending funds that may be awarded pursuant to this grant application and implementing and carrying out the purpose specified in the grant application.

BACKGROUND:
|
For the past 13 years, the Northern California High Intensity Drug Trafficking Area (NCHIDTA) program has provided a stable source of federal funding and collaborative regional leadership to combat organized drug trafficking and related crime. In 2004, the Northern California Regional Terrorism Threat Assessment Center (NCRTTAC) was established under NCHIDTA management to make it possible for public safety agencies to identify and assess terrorist threats in the Bay Area. The NCRTTAC was co-located with the NCHIDTA to form an information “Fusion Center” for Northern California. In 2009, the Fusion Center began doing business as the Northern California Regional Intelligence Center (NCRIC). The United States Department of Homeland Security and the State of California have designated the NCRIC as the regional Fusion Center for the Bay Area. The NCRIC is funded by federal State Homeland Security Program funds, for which the California Emergency Management Agency (Cal EMA) serves as the grantee as well as federal Urban Area Security Initiative (UASI) funds, for which the City and County of San Francisco serves as the regional administrator.
Because the NCHIDTA and the NCRTTAC are funding streams and not legal entities, the Sheriff serves as the lead agency for both the NCHIDTA and the NCRTTAC.
On February 15, 2011, the NCRIC received an Identification of Funding letter dated February 1, 2011 from Cal EMA allocating $200,000 of Anti-Terrorism Funds – State Operations to the NCRTTAC. The letter specifies that the NCRTTAC must submit a completed application that includes a resolution authorizing the grant application from the San Mateo County Board of Supervisors prior to receiving funds.

DISCUSSION:
|
Pursuant to Vehicle Code Section 5066 California Memorial License Plate, eighty-five percent (85%) of revenue derived from the California Memorial License Plate Program must be deposited into the Anti-Terrorism Fund. Upon appropriation by the Legislature, one-half (1/2) of the funds shall be allocated by the Controller to Cal EMA to be used solely for anti-terrorism activities.
The NCRTTAC was selected to receive a one-time allocation of $200,000 of Anti-Terrorism Funds based on a Budget Change Proposal that was submitted by Cal EMA and approved by the California Department of Finance.
County Counsel has reviewed and approved the Resolution as to form.
Approval of this grant funding contributes to the Shared Vision 2025 outcome of a Collaborative Community as NCRIC is a collaborative regional public safety undertaking which leads to safer communities by improving cooperation and information sharing between agencies.

FISCAL IMPACT:
|
All costs associated with the NCRIC operation are 100% reimbursable from federal and state funds. There will be no Net County Cost incurred as a result of this grant funding.
