RESOLUTION AUTHORIZING THE COUNTY MANAGER TO IMPLEMENT A “SMCSAVES PROGRAM”

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, In December of 2010, as part of the County’s budget redesign process, an eight-member workgroup that included appointed and elected department heads was established to consider ways to help departments meet the challenges of the current budget environment and the workgroup developed a program called “SMCSaves Program”; and

 

WHEREAS, SMCSaves Program will address the challenge of funding technology, equipment, training and other activities that could over time reduce costs and/or raise revenues for ongoing County programs; and

 

WHEREAS, SMCSaves Program will be a competitive one-time funding program in which this Board will determine to fund certain proposals submitted by County departments that the Board believes are most like to reduce costs and/or generate new revenue.

 

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT the County Manager is authorized to implement a “SMCSaves Program” which will consist of a competitive one-time funding program to fund certain proposals submitted by County departments that the Board of Supervisors believes are most like to reduce costs and/or generate new revenue.

    A committee of County staff designated by the County Manager will screen all proposals for completeness and compliance with minimum criteria including expected return on investment, likelihood that savings will be achieved, how the benefits will be measured and whether the concept can be applied in other divisions/departments. This committee will submit recommendations to the Finance and Operations Committee, which will make a recommendation for funding to the Board of Supervisors.
