    RESOLUTION AUTHORIZING A) THE PRESIDENT OF THE BOARD TO EXECUTE A REVENUE AGREEMENT WITH SOUTH BAY RECYCLING (SBR) TO PROVIDE A WORK PROGRAM FOR VOCATIONAL REHABILITATION SERVICES PARTICIPANTS WITH EMPLOYMENT BARRIERS THROUGH SBR’S RECYCLING PROGRAM IN WHICH SBR WILL REIMBURSE THE COUNTY FOR PARTICIPANT WAGES, SUPERVISION COSTS, AND ADMINISTRATIVE COSTS NOT TO EXCEED $3,746,306 FOR THE TERM OF JANUARY 1, 2011 TO DECEMBER 31, 2013; AND B) THE DIRECTOR OF THE HUMAN SERVICES AGENCY (HSA) OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, San Mateo County residents with barriers to employment are in need of training in order to obtain successful employment, and the Vocational Rehabilitation Services (VRS) of the Human Services Agency is teaming up with the recycling industry to provide paid job training and employment opportunities to the hard to employ population; and

 

WHEREAS, SBR has agreed to reimburse the County for wages paid to the participants, supervision costs and administrative costs up to $3,746,306, for the term of January 1, 2011 through December 31, 2013 in exchange for VRS participants providing recycling services through a work program that will allow VRS participants to gain job experience, open up employment opportunities and lead to self-sufficiency; and

 

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved it as to both form and content and desires to enter into the same.

 

WHEREAS, it is requested that the Board of Supervisors authorize the Director of the Human Services Agency (HSA) or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions; and

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

B) The Director of the Human Services Agency (HSA) or the Director’s designee is authorized to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
