BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING THE SHERIFF OR THE SHERIFF’S DESIGNEE TO:

A. SUBMIT A GRANT APPLICATION TO THE CALIFORNIA EMERGENCY MANAGEMENT AGENCY FOR THE ADMINISTRATION OF ANTI-TERRORISM FUNDS – STATE OPERATIONS IN THE AMOUNT OF $200,000; AND

B. EXECUTE, ON BEHALF OF THE COUNTY OF SAN MATEO, ALL NECESSARY APPLICATIONS, CONTRACTS, AGREEMENTS, AMENDMENTS, PAYMENT REQUESTS AND GRANT ASSURANCES FOR THE PURPOSES OF SECURING AND EXPENDING FUNDS THAT MAY BE AWARDED PURSUANT TO THIS GRANT APPLICATION AND IMPLEMENTING AND CARRYING OUT THE PURPOSE SPECIFIED IN THE GRANT APPLICATION

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, since 1997, the Northern California High Intensity Drug Trafficking Area (NCHIDTA) has administered and continues to administer federal and state funding to implement a variety of public safety initiatives focusing on narcotics eradication; and

 

WHEREAS, since 2004, the Northern California Regional Terrorism Threat Assessment Center (NCRTTAC), through the NCHIDTA, has administered and continues to administer federal and state funding to implement a variety of public safety initiatives focusing on anti-terrorism; and

 

WHEREAS, NCHIDTA and NCRTTAC are managed by the NCHIDTA Executive Board which has designated the San Mateo County Sheriff’s Office to serve as fiduciary and fiscal agent for the NCHIDTA; and

 

WHEREAS, since 2009, the NCHIDTA and NCRTTAC’s Fusion Center began doing business as the Northern California Regional Intelligence Center (NCRIC) in order to provide a clear description and single identity for the “All Crimes” Fusion Center; and

 

WHEREAS, on February 15, 2011, the NCRIC received an Identification of Funding Letter dated February 1, 2011 from the California Emergency Management Agency (Cal EMA) allocating $200,000 of Anti-Terrorism Funds – State Operations to the NC RTTAC; and

 

WHEREAS, Cal EMA requires the Grantee to certify by resolution the approval of the grant application before submission of the said application to the state; and

 

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors authorizes the Sheriff or the Sheriff’s designee to:

    A. Submit a grant application to the California Emergency Management Agency for the administration of Anti-Terrorism Funds – State Operations in the amount of $200,000; and

    B. Execute, on behalf of the County of San Mateo, all necessary applications, contracts, agreements, amendments, payment requests and grant assurances for the purposes of securing and expending funds that may be awarded pursuant to this grant application and implementing and carrying out the purpose specified in the grant application.
