SUBJECT:

Recommended Revision to the Salary Ordinance

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

BACKGROUND:

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

DISCUSSION:

The salary ordinance changes herein represent the:

splitting of one full-time position to two half-time positions;

reclassification of one position;

deletion of three positions;

addition of three positions;

conversion of three unclassified positions to classified status; and

conversion of one unclassified position to classified status as required by
Measure D.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed and approved by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Prosperous Community by ensuring that departments have staff with the skills necessary to perform the work and allow departments to provide exceptional service to the community.

 

The specific actions are discussed in detail below.

 

ORGANIZATION 12000 COUNTY MANAGER’S OFFICE

 

Action A:

Convert: One position of B096S, Biologist/Standards Specialist – Unclassified Series
Biweekly Salary: $1,808.80 - $2,970.00
Approximate Monthly Salary: $3,919.00 - $6,436.00

   
 

To: One position of J062S, Biologist Standards Specialist Series

   

Explanation:

This is the conversion of one filled position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified positions continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

 

ORGANIZATION 25000 DISTRICT ATTORNEY

 

Action A:

Delete: Two positions of G223S, Deputy Public Administrator Series
Biweekly Salary: $2,035.20 - $2,569.60
Approximate Monthly Salary: $4,410.00 - $5,568.00

   

Explanation:

This is the deletion of two filled Deputy Public Administrator II positions. These positions and its incumbents are being transferred to the Aging and Adult Services Division of the Health System. This action is being taken in support of the combination of the Public Administrator and Public Guardian functions into one administrative unit in the Aging and Adult Services. This action represents a monthly salary and benefits savings of $15,256 for the District Attorney’s Office and an increase in the same amount for Aging and Adult Services. There is no impact to Net County Cost. The total number of authorized positions is decreased by two.

Convert: Two positions of B004, Sheriff’s Correctional Officer - Unclassified
Biweekly Salary: $2,517.60 - $3,147.20

To: Two positions of H058S, Sheriff’s Correctional Officer Series

   

Explanation:

These are the conversions of one vacant Deputy Sheriff – Unclassified and two vacant Sheriff’s Correctional Officer – Unclassified positions to classified. These conversions will provide department the flexibility in assigning current staff to these vacancies and in maintaining classified status of Deputies consistent department-wide. These actions represent no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

 

Action C:

Split: One position of H060S, Deputy Sheriff Series
Biweekly Salary: $3,056.80 - $3,820.80
Approximate Monthly Salary: $6,624.00 - $8,279.00

Explanation:

This is the splitting of one filled Deputy Sheriff position to two half-time positions. This action offers the department staffing and operational flexibility in response to cost saving measures being taken by the State’s court system. This action represents no change in the monthly salary and benefits cost. The total number of authorized positions is increased by one.

Reclassify: One position of B010, Crime Analyst - Unclassified
Biweekly Salary: $2,420.00 – $3,024.80
Approximate Monthly Salary: $5,244.00 - $6,554.00

   
 

To: One position of B007, Lead Crime Analyst - Unclassified
Biweekly Salary: $2,661.60 - $3,327.20
Approximate Monthly Salary: $5,767.00 - $7,210.00

   

Explanation:

This is the reclassification of one filled Crime Analyst – Unclassified position to Lead Crime Analyst - Unclassified. A reclassification study was conducted and determined that the duties of the position has changed overtime to include lead functions. The scope of the current work is best represented by the Lead Crime Analyst classification. This action represents a monthly salary and benefits cost of $899. There is no change in the total number of authorized positions.

 

ORGANIZATION 57000 AGING AND ADULT SERVICES

 

Action A:

Add: Two positions of G223S, Deputy Public Administrator Series
Biweekly Salary: $2,035.20 - $2,569.60
Approximate Monthly Salary: $4,410.00 - $5,568.00

   

Explanation:

This is the addition of two filled Deputy Public Administrator II positions. These positions and its incumbents are being transferred from the District Attorney’s Office. This action is being taken in support of the combination of the Public Administrator and Public Guardian functions into one administrative unit in the Aging and Adult Services. This action represents a monthly salary and benefits cost of $15,256 for Aging and Adult Services and a decrease in the same amount for the District Attorney’s Office. There is no impact to Net County Cost. The total number of authorized positions is increased by two.

Action A:

Delete: One position of E089, Administrative Assistant II - E
Biweekly Salary: $2,286.40 - $2,858.40
Approximate Monthly Salary: $4,954.00 - $6,194.00

   

Action B:

Add: One position of G247S, Contract Administrator Series
Biweekly Salary: $2,144.00 - $3,145.60
Approximate Monthly Salary: $4,646.00 - $6,816.00

   

Explanation:

This is the deletion of one vacant Administrative Assistant II - E position and the addition of one Contract Administrator Series. The current duties and responsibilities of this vacant position are more appropriately represented by the Contract Administrator classification. This action represents a monthly salary and benefits cost of $852 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $1,751 or an estimated annual cost of $21,012.
