SUBJECT:

Agreement with Peninsula Library System

 

RECOMMENDATION:

Adopt a Resolution:

    A) Waiving the Request for Proposal (RFP) process;

    B) Authorizing the President of the Board to execute an Agreement with Peninsula Library System to operate the Community Information Program (CIP), for the term of July 1, 2011 through June 30, 2014, in the amount of $300,000; $90,000 is Net County Cost; and

    C) Authorizing the Director of the Human Services Agency (HSA) or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

In order to provide information and referrals to community members and to improve the quality of life in San Mateo County, it is essential to maintain an information and referral clearinghouse. For the past 28 years, the County has partnered with the Contractor to develop, maintain and make available information about all health and human resources, through publications and a web-site, to County leaders, providers, educators and the general public.

 

DISCUSSION:

The Agreement will allow all members of the community access to social services and community resources via the web and through print distribution locations. The Contractor will also serve as a linkage between the service providers including government agencies and the community. CIP will collaborate with the 2-1-1 Steering Committee to share information and referral resources, including relevant records in CIP’s database.

CIP is the principle source of information and referral assistance to human service providers, County departments and staff, as well as non-profit agencies. At this time there is no comparable information and referral service available in San Mateo County; therefore, this Contractor is a sole-source provider and it is in the best interest of the County to waive the RFP process.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Agreement and the Resolution as to form and Risk Management has approved the Contractor’s insurance.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by enabling community members to access services. It is also anticipated that 95% of request for publications and database extracts that come through CIP will be fulfilled within ten working days.

FISCAL IMPACT:

The term of the Agreement is July 1, 2011 though June 30, 2014. The obligation is $100,000 for each of the fiscal years, for an aggregate obligation of $300,000. Funding in the amount of $300,000 will be cost applied to operational programs within HSA and costs claimed to various funding sources. Net County Cost is $90,000. Funding has been included in the FY 2011-12 Recommended Budget, and will be included in the FY 2012 -13 and FY 2013-14 Recommended Budgets.
