SUBJECT:

San Mateo County’s participation in the Bay Area Regional Interoperable Communications System Authority

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

A. County to participate in the Bay Area Regional Interoperable Communications System (BayRICS) Joint Powers Authority; and

B. President of the Board to execute the Joint Powers Agreement to establish the Bay Area Regional Interoperable Communications System (BayRICS) Authority; and

C. County’s total annual fiscal obligation of $24,500 to participate in the BayRICS Joint Powers Authority.

 

BACKGROUND:

Since 2004, the Bay Area Region has been awarded several grants intended to fund public safety radio expansion and interoperability. More recently, a large federal stimulus grant was awarded to the region. The intent of this large stimulus grant is to expand ongoing public safety radio interoperability efforts, as well as provide broadband access to un-served and under-served residents. To date, regional coordination of this work has been performed by a series of ad hoc committees operating without a formal agreement.

 

DISCUSSION:

In an effort to better organize regional radio expansion efforts and to ensure that all counties, cities and agencies participating in grant-funded initiatives are treated equally, a formal governance model is required. The BayRICS Joint Powers Authority (JPA) is comprised of eight participating counties as well as several core cities to include the city of San Jose and the city of Oakland.

 

With your Board’s support, our County will be a voting member of the BayRICS JPA and will have an opportunity to shape regional public safety radio expansion and interoperability, as well as to help provide increased access to broadband services to the un-served and the under-served.

Participation in the JPA may in the future include providing JPA members and other fee-paying non-member public entities or agencies access to communication services provided via County-owned or operated communications equipment. To the extent the County agrees to provide such access to the JPA, the County will be obligated to continue providing that access so long as it is a member of the JPA, and the County may incur certain costs if it subsequently withdraws from the JPA without providing the JPA ongoing access to those communications services.

 

County Counsel has reviewed and approved the Resolution and the BayRICS JPA Agreement as to form and content.

 

Approval of this Membership contributes to the Shared Vision 2025 outcome of a Collaborative Community by supporting multi-jurisdictional communication and by providing broadband services to the under and un-served.

FISCAL IMPACT:

Membership dues for the BayRICS JPA are $24,500 annually and are included in the Sheriff’s Office Recommended Budget for Fiscal Year 2011-12.
