RESOLUTION AUTHORIZING A) THE PRESIDENT OF THE BAORD TO EXECUTE A THREE YEAR AGREEMENT WITH YOUTH AND FAMILY ENRICHMENT SERVICES (YFES) TO PROVIDE TRANSITIONAL HOUSING PLUS PROGRAM (THP-PLUS) TO POST EMANCIPATED FOSTER YOUTH, FOR THE TERM OF JULY 1, 2011 THROUGH JUNE 30, 2014, IN THE AMOUNT OF $761,400,THERE IS NO NET COUNTY COST, AND B) THE DIRECTOR OF THE HUMAN SERVICES AGENCY OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, in January 2011, the Human Services Agency conducted a Request for Proposal for the purpose of Transitional Housing Placement Plus Program (THP-Plus) for which two (2) proposals were received; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance of an Agreement with YFES, for the purpose of continuing the THP-Plus program to reduce homelessness by providing transitional housing and providing stability to the youth; and

WHEREAS, the Human Services Agency wishes to enter into an Agreement with YFES in the amount of $761,400 for the term of July 1, 2011 through June 30, 2014 to provide programmatic services to support former foster youth and prepare them for self-sufficiency; and

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved it as to both form and content and desires to enter into the same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto; and

B) Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
