BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING THE: A) COUNTY TO PARTICIPATE IN THE BAY AREA REGIONAL INTEROPERABLE COMMUNICATIONS SYSTEM (BAYRICS) JOINT POWERS AUTHORITY; AND B) PRESIDENT OF THE BOARD TO EXECUTE THE JOINT POWERS AGREEMENT TO ESTABLISH THE BAY AREA REGIONAL INTEROPERABLE COMMUNICATIONS SYSTEM (BAYRICS) AUTHORITY; AND C) COUNTY’S TOTAL ANNUAL FISCAL OBLIGATION OF $24,500 TO PARTICIPATE IN THE BAYRICS JOINT POWERS AUTHORITY

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, since 2004, the Bay Area Region has been awarded several grants to fund public safety radio expansion and interoperability; and

 

WHEREAS, in an effort to better organize regional radio expansion efforts and to ensure that all counties, cities and agencies participating in grant funded initiatives are treated equally, a formal governance model is required; and

 

WHEREAS, there has been presented to this Board for its consideration and acceptance the Joint Powers Agreement to Establish the Bay Area Regional Interoperable Communications System (BayRICS) Authority, which will establish a Joint Powers Authority (JPA) to provide this formal governance model; and

WHEREAS, this Board has considered the JPA Agreement, approved it as to both form and content, and desires to enter into it such that the County will be an Initial Member of the JPA.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors hereby authorizes the County to participate in the BayRICS JPA, the President of this Board of Supervisors be and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signatures thereto.

BE IT FURTHER RESOLVED that payment of the County’s total annual fiscal obligation of up to $24,500 as a member of the BayRICS JPA is authorized.
