FY 2010 Bay Area Urban Area Security Initiative (UASI) Regional Funds to the County of San Mateo

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

1.

President of the Board to execute an Agreement with the City and County of San Francisco for the distribution of FY 2010 Urban Area Security Initiative (UASI) funds to San Mateo County in an amount not to exceed $2,342,219 and a term commencing April 1, 2011 through January 31, 2013;

2.

Sheriff or Sheriff’s designee(s) to sign Appendix B, grant assurances; and

3.

Sheriff in his capacity as Office of Emergency Services (OES) Area Coordinator to execute contract amendments which modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

The Urban Area Security Initiative (UASI) is a Federal Department of Homeland Security grant that provides resources for the unique equipment, training, planning, and exercise needs of 64 selected national high threat urban areas. The Bay Area UASI is one of the 64 national urban areas and one of six identified in California.

The Bay Area UASI services a population of seven million and is comprised of three core cities; San Francisco, Oakland and San Jose; 10 Bay Area counties; and over 100 incorporated cities. The geographical area covered by this region equates to approximately 8,800 square miles.

The City and County of San Francisco has been designated to serve as the Fiscal Agent for the Approval Authority for UASI funds granted by the Department of Homeland Security (DHS) through the California Emergency Management Agency (CalEMA).

As with the FY 2009 Urban Area Security Initiative (UASI) concept, the FY 2010 UASI is intended to build enhanced regional capabilities across a larger geographical area. Funding is based on evaluated risk and need. This is accomplished through the submission of regional investment justifications that address specific needs to meet the target capabilities outlined in the National Preparedness goals.

 

DISCUSSION:

The Agreement with the City and County of San Francisco disburses a portion of the FY 2010 regional UASI grant funds to San Mateo County which will be used towards: 1) continuation of support and maintenance for the Telephone Emergency Notification System (TENS); 2) purchasing interoperable communications equipment for the 700 MHz P25 radio sites; 3) outfitting an Urban Search and Rescue Support Vehicle; 4) purchasing a Tactical Intervention Vehicle; and 5) purchasing chemical detector equipment for the robot used by the Bomb Squad.

County Counsel has reviewed and approved the Resolution and Agreement as to form.

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Collaborative Community by the cooperation of agencies within the County giving both regional and local responders the ability to share information in real time and across borders to ensure that the public’s safety as well as that of first responders is met in a responsible and timely manner.

Response time can be determined by the complexity of an incident, including, but not limited to, area involved, threat to life and property, multi-jurisdictional coordination, jurisdictional boundaries, values at risk, weather, strategy and tactics.

 

FISCAL IMPACT:

The Agreement with the City and County of San Francisco is for an amount not to exceed $2,342,219, and a term commencing April 1, 2011 through January 31, 2013. Funding will be recognized in the Sheriff’s Office FY 2011-2012 budget. There is no Net County Cost incurred with this Agreement.
